Summary

The Police Telecommunicator will operate radio, telephone, or computer equipment at emergency response centers.  Reports are received from the public of crimes, disturbances, fires, and medical or police emergencies.  Information is relayed to law enforcement and emergency response personnel.  Maintaining contact with caller until responders arrive may be needed.  Personnel hired for this position are required to be fully DCI certified within one year of employment.  Applicants are required to take and pass Criticall exam in order to be hired.  This includes a minimum typing speed of 3140 key strokes per hour and earning a minimum score on multiple components of the Criticall test.

Major Duties and Responsibilities

·         Question callers to determine locations & nature of problems to determine type of response needed

·         Receive & transfer incoming telephone or alarm system calls regarding emergency & non-emergency police / information / after-hours calls for departments within City

·         Determine response requirements & relative priorities of situations / dispatch units in accordance with established procedures

·         Record details of calls / dispatches / messages

·         Retrieve information from teletype networks & computerized data systems regarding such things as wanted persons / stolen property / vehicle registration / stolen vehicles

·         Maintain access & security of highly sensitive materials

·         Scan status charts / computer screens / contact emergency response field units to determine emergency units available for dispatch

·         Observe residential & commercial alarm registers

·         Scan maps to determine whether a specific emergency is in the dispatch service area

·         Periodic access to information relating to emergency calls such as personnel rosters & emergency call-out and pager files

·         Learn material & pass required tests for certification

·         Read & effectively interpret small-scale maps / information from a computer screen to determine locations / provide directions

·         Refer calls not requiring dispatches to appropriate departments & agencies

·         Flexibility with work schedule / holidays / nights / weekends / mandatory overtime as needed

·         May perform other duties as assigned

·         See details at close range within few feet of observer

·         Combine pieces of information to form general rules or conclusions which includes finding relationship among seemingly unrelated events

·         Quickly & repeatedly adjust controls of machine or vehicle to exact positions

·         Choose quickly between two or more movements in response to two or more different signals including:

o    speed with which correct response is started with hand / foot / other body part

o    coordinate two or more limbs while sitting or standing

o    does not involve performing activities while body in motion

o    make fast / simple / repeated movements of fingers / hands / wrists

·         Indoor environment which may include noise

·         Work with computers / files / phones

·         Essential & marginal functions may require maintaining physical condition necessary for sitting / standing / walking extended periods of time

·         Light to moderate lifting & carrying

·         Some crouching / stooping / squatting / crawling / reaching / pushing / pulling when performing tasks

·         Adequate vision / hearing / speech required

Preferred Qualification

·         Experience equivalent to one year police communications dispatching

·         Structure & content of foreign (non-English) language including meaning & spelling of words / rules of composition & grammar / pronunciation

Minimum Qualifications

High School Graduate or Equivalent

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
