Summary
The Financial Planning & Analysis Manager assists the Airport’s Finance Director in administering Aviation’s Capital Improvement Plan (CIP) and Capital Plan of Finance (POF). Coordinates accounting functions related to capital accounting, debt accounting, and financial reporting related to Passenger Facility Charges (PFCs) and grants in accordance with local, federal and state directives.
The role will be responsible for the management of the Financial Planning & Analysis section of the Finance Division.
Primarily works office hours Monday through Friday. Work required at other times for special projects, and during urgent or emergency situations.
Major Duties and Responsibilities
1. Oversee and manage staff who perform research, analysis, and support for the following tasks:
a. Aviation grant accounting and reporting
b. Aviation PFC accounting and reporting
c. Maintaining the POF
d. Coordinating with External and Internal auditors related to the above tasks
e. Review of Aviation capital projects and operating capital purchases
f. Assists Airport Finance Director with POF including the utilization of various debt instruments as funding sources
g. Work with Business & Revenue on Majority-In-Interest (MII) documents
2. Work in tandem with Planning division on capital improvement funding requests
3. Work with Accounting section to Process budget entries to record approved capital project funding per Request for Council Actions (RCA) and Aviation internal pre-purchase requisition projections
4. Ensures compliance with local, state, and federal guidelines for Grant and PFC Reporting
5. Assist with fulfilling audit and public information requests
6. Works in tandem with Aviation consultants and City Finance to coordinate General Airport Revenue Bonds (GARBs) and Bond Anticipation Notes (BANs) programs
7. Prepares various reports and presentations to internal and external stakeholders relative to capital funding status for expense projections.
8. Works closely Finance Director and Planning Division on various capital projects to determine proper funding sources
Knowledge, Skills & Abilities
• Thorough knowledge of the principles and practices of governmental accounting
• Thorough knowledge of cost management principles, techniques, statistical analysis techniques for research and process enhancement/improvement
• Ability to analyze financial transaction systems and recommend improvements
• Ability to communicate effectively, both orally and in writing
• Ability to exercise independent judgment and initiative
• Computer literacy required with emphasis on Microsoft office products Access, Excel, and Word
Minimum Qualifications
High School Graduate or Equivalent and nine years related work experience
OR
Associate's Degree and seven years related work experience
OR
Bachelor's Degree and five years related work experience
OR
Master's Degree and three years related work experience
Additionally:
• Major coursework in accounting, business administration or related field required
• Experience in financial and cost accounting and financial analysis
• Valid driver’s license and ability to qualify for and maintain a City driving permit.
• Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.
Conditions of Employment
