Summary
The City of Charlotte is seeking a Construction, Survey and Utilities Services Division Manager within the Department of General Services. The selected candidate will manage a division of construction, survey and utility professionals. This division manager is responsible for: overseeing the construction of capital projects and infrastructure; completing land surveying, mapping and construction staking; facilitating utility coordination and timely utility relocations for capital projects. The division manager is expected to provide senior management, high-level policy and strategic direction to the workgroup; to build and maintain an exemplary professional relationship with clients, utilities and other department staff; and to act as the primary point of contact for all matters relating to project construction, survey /mapping and utility coordination. The division manager is also a member of the Department’s Leadership Team, expected to contribute to the successful management of the Department and the City.
Major Duties and Responsibilities
- This position is responsible and accountable for effective and efficient delivery of construction administration, survey and mapping services, and utility coordination and relocation services.
- Provide vision and direction to the city in the areas of construction, survey and utility coordination.
- Manage and supervise staff, establish work plans, and goals and objectives.
- Oversee the allocation of project construction, survey and utility relocation budgets and resources; monitoring construction progression, schedule, and quality.
- Evaluate performance related to the project goals and project construction documents and develop recommendations for future improvements.
- Establish and implement division procedures and standards including needed change.
- Oversee and/or negotiate and approve additional work and project scope changes and associated changes to the project construction, survey and utility budget and schedule.
- Issue contract interpretations and render contract decisions.
- Provide expert technical advice, information, and consultation in division’s field of specialty to consultants, contractors, engineers, other City officials, and the public.
- Troubleshoot and resolve construction, survey and utility relocation problems and issues.
- Ensure technical competency of self and staff on a variety of projects.
- Performs other duties as assigned.
Knowledge, Skills & Abilities
- Demonstrated skill in successful construction management and oversight of capital infrastructure projects.
- Excellent communication skills (both verbal and written).
- Excellent customer service, collaboration, conflict management, interpersonal communication, and process improvement skills are essential.
- Ability to analyze complex administrative, operational and policy issues and make sound recommendations for resolution and effective implementation.
- Ability to establish and maintain effective working relationships with City executives, City Council and other public officials, business and community leaders and the general public.
- Finance and business acumen in developing capital budgets, procurement processes, contracting and financial analysis.
- Proficient in Project Management principles, including planning, design, execution and delivery, and evaluation.
- Computer skills at the intermediate level proficiency using Microsoft Office Suite Products (Word, Excel, Access).
- Competencies and skills leading to success include being proactive, a strong communicator, responsive, approachable and comfortable managing conflict.
- Ability to perform effectively in a fast-paced/high-pressure environment.
- Successful candidate must have a valid driver's license and ability to receive and maintain a City Driving Permit.
Preferred Qualification
Prefer candidates that have additional training, education, experience or qualifications related to this position.
Minimum Qualifications
Requires a four-year degree in engineering, architecture, construction management or a related field with seven (7) years of experience or a four-year degree in a related field with a graduate degree in public administration, business administration or related with at least five (5) years of related experience.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
