The
Administrative Officer V is an integral part of Transit’s financial management
team. This position performs a wide variety of highly responsible, complex,
diverse, and advanced level duties with an emphasis on supporting contracts administration
including data analytics, project management and other various support
functions leading to efficient and effective controls. This position provides
senior level analytical and contracting expertise and consultation in support
of all procurement needs and requirements. Oversees the performing a wide variety of analytical support duties and
administrative tasks related to organizational analysis. As well as, overseeing
the conduction of quantitative analyses of information impacting customer
fares, sales tax, fuel tax, and fuel hedging program, system analysis,
procedures, and operations; the designs and implementation of improved systems,
procedures and methods. This position
requires a progressive thinker who can work with a team of highly functioning
professional critical thinkers who are constantly motivated to better serve
employees and the public.
Develop
and maintain professional relationships with Project Managers, Division Leaders,
Deputies, Directors, the City Attorney’s Office, Internal Audit and others as
needed in order to effectively collaborate, develop project scopes, and manage
ongoing contracts in a timely and effective manner.
Assist
in strategic development of short- and long-term plans to ensure compliance
with City Procurement policies and procedures by establishing appropriate
checks and balances from contract
creation through execution and performance to oversee the proper administration
and management of CATS contracts
Perform
sensitive, complex, and difficult analytical work including administration of
specified programs, such as fuel hedging, inventory abnormal spoilage, energy
efficiency programs with an overall departmental financial impact
Assist
with development of procedures for implementing organizational changes, such as
new initiatives, such as Battery Electric Buses. Compress Natural Gas,
Outsourcing of Services (Inventory Management, Vehicle Maintenance, and other various
operations) and administrative system reviews of contract scopes, expiration
dates and renewals for increased efficiency and compliance with City policies
and FTA requirements
Collaborate
with Project Managers to forecast procurement needs and ensure there are no
procurement gaps
Identify
and increase utilization of citywide contracts, where appropriate to support
CATS’ ongoing operational needs for commodities and services.
Serve
as project manager or coordinator for special activities as assigned and as
related to contract management and implementation of new initiatives.
Prepare
response, write reports, and make recommendations/presentations regarding
findings and research pertaining to various analytical work and new
initiatives.
Provides
strategic consultation to facilitate procurement and contracting decisions, as
well as project planning services, requirements, technical specifications, and
scope development for all related projects
Create
and maintain a database using Microsoft Office Programs, such as Access with
scopes in collaboration with appropriate stakeholders
Develop
training curriculum for Project Managers to ensure clear concise Project
Support Request submissions
Identifies
potential risks and solutions for risk mitigation of various contracts and new
initiatives in collaboration with CATS, City Legal, Risk Management, Internal
Audit, and other stakeholders
Performs
secondary contract administration, monitoring, and reporting as required
May supervise other staff as assigned, Perform other duties as assigned
Highly motivated, seasoned professional able to function
with minimal supervision and across multiple procurement disciplines, in
partnership with all levels of the organization.

Must be proficient in Microsoft Word, Excel, and Outlook

Bachelor’s
Degree and three to five years of related experience
·
Five (5) years or more of experience
working in a local government, or experience working within a large, complex
organization
Bachelor’s degree with three (3) years of experience
working in local government, or expertise working within a large, complex
organization; or an equivalent
combination of education and relevant experience that provides the necessary
knowledge, skills and abilities to successfully perform the essential job duties
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
