Summary

Responsible for planning, directing, supervising and reviewing the work of the Charlotte Douglas International Airport’s Business & Revenue Division which consists of the Airline Affairs, Terminal Concessions, Parking and Ground Transportation and Commercial Services and Properties work groups.  Oversees the Airport’s multi-million dollar aeronautical and non-aeronautical revenue portfolio that includes airline operating agreements (commercial services and cargo), terminal concession agreements, property leases and licenses, rental car concession agreements, parking revenue control and online parking reservation systems, ground transportation agreements (off-airport parking, TNCs, taxis, limos), management agreements for the FBO and valet operations and other revenue-generating agreements and contracts.  Considerable independent judgment and initiative is required.  Extensive public contact should be expected as building and maintaining effective working relationships with tenants, City departments, co-workers, the public, contractors, regulatory agencies, state and federal agencies is critical.

Major Duties and Responsibilities

1. Manages the Airport’s agreements with its airline partners including the Airline Use and Lease Agreement with the signatory airlines, airline operating agreements with non-signatory and unscheduled airlines and cargo operating agreements.  Responsible for contract compliance, contract interpretation when necessary and contract enforcement.
2. Partners with Airport Planning and Airport Finance to develop, implement and reconcile airline rates and charges on a fiscal year basis.  This duty requires significant consultation with airline corporate representatives to secure approval of annual rates and charges and respond to questions and concerns regarding billing and/or the adjustment of rates and charges through the fiscal year. 
3. Manages the Airport’s in-terminal concession program including food and beverage, retail and merchandise, airport advertising, non-airline passenger lounges, terminal ATMs and other ancillary services such as luggage carts, etc. Responsible for contract compliance, contract interpretation and when necessary contract enforcement.  Collaborates with Airport Design, Airport Facilities and Airport Development to ensure that all concession units are designed, constructed and maintained in accordance with facility and contract requirements.
4. Monitors the financial performance of all retail and concessionaire activity and ensures maximum commercial performance is achieved. 
5. Manages the Parking and Ground Transportation revenue program which includes the parking revenue control system, the online parking reservation system, off-airport parking agreements, TNC operating agreements, taxi operating agreements, peer-to-peer car sharing agreements and the rental car concession agreements.
6. Monitors the financial performance of the Airport’s parking products and dictates pricing strategy for leveraging the Airport’s online parking reservation system to maximize parking revenue growth.
7. Oversees the Airport’s management agreements for critical Airport lines of business including the Fixed Base Operator - Wilson Air Center, valet parking and rental car operations in the Airport’s CONRAC and satellite vehicle service facilities. 
8. Manages the Airport’s commercial services and properties portfolio including the negotiation of leases and licenses for terminal space, air cargo facilities, hangar facilities and Airport-owned office and warehouse facilities.  Coordinates with Airport personnel, tenants and contractors to ensure that all maintained, repaired or renovated to ensure continued use.  This duty also includes the issuance and administration of commercial use permits to companies transacting business at the Airport.
9. Serve as point of contact to airlines, terminal concessionaires and rental cars with respect to their contractual obligations. Negotiate with applicable corporate property representatives as required on lease issues, changing and future needs, payment discrepancies and identifying operational resolutions. 
10. Evaluates project feasibility through complex financial pro forma and other analyses; assess opportunities and constraints for alternative development and business scenarios. 
11. Participates with the planning and design of terminal facilities as applicable for the concession, airline and rental car programs.
12. Analyze and evaluate external business trends; identify and determine the compatibility of new business concepts within the Airport; and develop marketing and promotional plans for integrating new business concepts with current Airport activities.  
13. Collaborate with industry specialists and consultants as required including legal, architectural, financial and concession specialists. 
14. Manage the Airport’s quality and standards of service internally and externally by overseeing and/or evaluating Airport and tenant initiatives and amenities including customer service and the delivery of goods and services.  
15. Develop and implement programs and initiatives (i.e. secret shoppers, focus groups, terminal inspections, surveys, monitor trends, etc.) to ensure quality assurance, understand usage trends, and identify areas of concern by making recommendations for problems. Incorporate customer feedback into the Airport’s strategic planning efforts.  
16. Responsible for the administration of the contract and leasing modules associated with PROPworks, the airport’s contract management software.  Supervise staff that enters and manages applicable information. 
17. Prepares and maintains budgets and budgetary controls for the Business & Revenue division to ensure that all work groups have the resources needed to complete projects and initiatives.    
18. Make comprehensive recommendations to operational problems which will improve the quality and productivity of the work performed.
19. Conducts airport studies, research and surveys, analyzes and interprets records and reports using technological advances to maximize results. 
20. Provides effective leadership.  Directs, supervises, motivates and counsels to ensure effective performance and career development of all applicable staff. 

Knowledge, Skills & Abilities

Thorough knowledge of airport commerce, airport resources, airline industry and public relations/affairs.  
Thorough knowledge of Aviation Department rules and regulations and standard operating procedures. 
Skills to use the essential business tools and processes necessary to maintain high levels of customer service and revenue generation. 
Skills to build consensus and work effectively to inform and/or persuade internal stakeholders and external clients to accomplish Airport projects and objectives.   
Ability to prepare and maintain budgets and budgetary controls.
Ability to make comprehensive recommendations to operational problems which will improve the quality and productivity of the work performed.
Ability to maintain effective working relationships with tenants, City departments, co-workers, the public, contractors and regulatory agencies, state and federal agencies such as the North Carolina Commerce Department, Federal Aviation Administration (FAA) and Transportation Security Administration (TSA).  
Ability to recruit, train, retain and motivate a skilled and diverse staff.
Ability to actively pursue and develop new ideas, methods and procedures to meet changing situations.
Ability to read, interpret, and understand contract documents and  policies and ordinances. 
Ability to provide direction, communicate effectively both verbally and in writing, and drive projects to completion and on schedule, to scope, and within budget.

Preferred Qualification

Major coursework in an aviation-related field, business, law, finance, public administration or related field.  Experience must be related to airport concessions management, airport contracts, development, commercial and real estate activities, and include considerable supervisory experience

Minimum Qualifications

Bachelor's Degree and seven years of relevant work experience

OR

Master's degree and five years of relevant work experience
