Overview

The E-Learning Developer selects, designs and administers technology-based solutions for employee learning & development, communication, and knowledge management. 

Major Duties and Responsibilities

Creates e-learning modules, including self-paced computer-based tutorials, blended learning modules, and software application training videos. Creates job aids and presentations. Designs, edits, and embeds graphic artwork. Researches and purchases e-learning products and technology as needed
Collaborates with Department Subject Matter Experts on e-learning content development and training delivery methods. Acts in the role of Instructional Designer in departmental online training projects
Partners with the Learning Management System (LMS) Enterprise administrator to trouble shoot issues with users and the vendor, resolve help desk tickets, create database queries and custom reports, provide training for end users and departmental administrators
Serves as lead for external online learning libraries, such as LinkedIn Learning
Updates content on the city’s internal SharePoint website and external community facing website; creates new pages and links as needed
Represents HR/ODL on organizational teams as identified. 
Designs marketing and communications materials for Organization Development and Learning activities such as monthly newsletters, Leadership conferences, etc.

Knowledge, Skills & Abilities

Technical skills including: Articulate 360, Adobe Captivate or similar software are required
High commitment to customer service required
Ability to build organizational partnerships through collaboration required
Strong multi-tasking and planning skills required
Strong trouble shooting skills required
Strong written communication skills required with ability to write for different audiences required
Knowledge of the principles of adult education and the Instructional System Design Model preferred
Graphic design skills preferred
Presentation skills preferred

Preferred Qualification

Four-year degree in education, communications, instructional design, or instructional  technology
Master’s degree in instructional technology strongly desired
3 years work experience using Articulate 360, Adobe Captivate or other similar authoring tools
AICC, SCORM, xAPI compliant course development
Developing 508 compliant courses
Proficiency with the following software: Microsoft Office, Adobe Creative Suite, Articulate 360, SharePoint 2013, Audacity

Minimum Qualifications

High School Graduate or Equivalent and seven years related work experience

OR

Associate's Degree and five years related work experience

OR

Bachelor's Degree and three years related work experience

OR

Master's Degree and one year related work experience

Physical Requirements:

Ability to lift and/or move 10 pounds from side to side (ability to move and set-up computers and related hardware) 
 
 Sensory Requirements:

Visual acuity consistent with (A) Operators, including color distinction (ability to produce graphic designs)
Hearing ability sufficient to edit audio files

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
