The goal of the City of Charlotte's General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment. Summary
Seeking a Building Services Program Manager in the Facility Operations Division of the General Services Department. The position is directly responsible for managing all cultural facility services and assisting in directing the capital improvement programs, management and maintenance of 200+ city facilities. Work involves assisting the building superintendent in planning, organizing, and directing programs for maintenance, renovation, structural systems, roofing systems, conveyance systems, security, and life safety in City owned buildings. Work is reviewed through conferences, reports, and general observation of results to meet objectives and Departmental/City policies. Work is performed with considerable discretion and independent judgment in directing assigned activities and includes indirect supervision of project managers, and labor & trade supervisors.
Major Duties and Responsibilities
- Manage and coordinate the operation of City facilities and City-owned cultural facilities
- Direct City staff, architects, engineers, and construction contractors in the accomplishment of building and site work renovation projects at City and cultural facilities
- Manage maintenance agreements for fire/life safety, elevator and janitorial contracts
- Assist the Building Services Superintendent in long range capital planning to ensure the City's building portfolio is maintained at an excellent level
- Establish Facility Operations work rules, operating policies, and other controls necessary to achieve objectives
- Oversee the preparation of reports to document Facility Operations activities
- Represent the division on City-wide committees and initiatives
Knowledge, Skills & Abilities
- Ability to read and interpret drawings, plans, and documents
- Requires excellent verbal and written communication skills
- Excellent coordination and project management skills
- Excellent problem-solving skills
- Excellent customer service and supervisory skills with the ability to work well with all levels of employees, management, and elected officials
- Ability to plan, prioritize, and organize work and complete assignments with minimal supervision
- LEED, IFMA and/or BOMI certification is a plus
- Superior knowledge of Computerized Work Management Systems
- Requires some overtime and weekend emergency call as needed
- Requires a good driving record, current driver's license, and the ability to receive and maintain a city driving permit
- Prefer excellent computer skills with proficient in the use of Microsoft Office Suite
Preferred Qualification
- Minimum of five (5) years as a senior management analyst, project manager, program manager or property manager
- PE license or NC State General Contractors license
- BOMI RPA, FMA, or SMA
- LEED AP or Green Associate
Minimum Qualifications
- Bachelor's degree in Engineering, Business Administration, or related field plus five (5) years related work experience or equivalent combination of skills, experience and education to perform the essential duties of the position
Salary
$80,344 - $100,430 Commensurate With Experience
