Introduction

Charlotte is one of the fastest growing cities in the nation and is a leader in mobility investment that integrates land use with multi-modal transportation choices. In 2021, the City of Charlotte adopted an ambitious vision, the Charlotte Future 2040 Comprehensive Plan (Comprehensive Plan), and recently adopted a Strategic Mobility Plan, which expands on the Comprehensive Plan’s goal of creating Safe and Equitable Mobility. The City is actively developing several other key initiatives related to the Comprehensive Plan and the Strategic Mobility Plan, including a complete update of the City’s zoning and development ordinances into a Unified Development Ordinance (UDO) and the creation of UDO supporting documents such as the Charlotte Streets Map and Streets Manual.

Bicycling is a key indicator of the health of a city. When streets are safe and comfortable enough to travel by bicycle, and bicycling is considered a normal, routine choice for getting around, the community benefits by being healthier and happier. The Strategic Mobility Plan builds on previously adopted plans, including the Charlotte BIKES plan, to advance policies, actions, and strategies that will help establish a safe and citywide network designed to connect corridors for bicycle travel and micromobility options.

Overview

The Charlotte Department of Transportation is a leader in progressive transportation and is seeking a talented individual to promote and advance bicycling and micromobility through a variety of plans, policies, and projects and to support Charlotte’s continued evolution into a city whose residents, workers, and visitors can travel through the community safely, whether they are walking, bicycling, using transit, or driving.

Summary

The Bicycle and Micromobility Planner position is housed in the newly formed Strategic Mobility Division of the Charlotte Department of Transportation (CDOT) and is part of a multidisciplinary team responsible for planning Charlotte’s future mobility investments. This team collaborates across departments, partner agencies, and the community to achieve multi-modal solutions that shape Charlotte’s rapid growth and development. Critical responsibilities of this Division include implementation of the Strategic Mobility Plan, the development and review of transportation elements in the UDO, and the development and programming of $60 to $80 million in locally funded multi-modal capital projects annually.

Major Duties and Responsibilities

  1. Provide bicycle policy and design expertise through capital projects and land development review to advance the bicycle and micromobility network in Charlotte 
  2. Serve as the CDOT liaison to the resident advisory board, the Bicycle Advisory Committee 
  3. Implement bicycle and micromobility policies, programs, standards, and projects outlined in the Strategic Mobility plan 
  4. Collect and analyze data pertinent to bicycle issues, such as accident data, traffic counts, and bicycle counts 
  5. Respond to public requests for information on bicycle-related issues
  6. Make presentations to elected and appointed officials, neighborhood groups, and other stakeholders regarding bicycle and micromobility issues, projects, etc.
  7. Conduct media interviews on bicycle and micromobility issues
  8. Work with both public and private sectors to identify and obtain funding for proposed projects and programs 
  9. Perform field work on a bicycle, including group tours of existing bicycle facilities
  10. Perform related work as required

Knowledge, Skills & Abilities

  • Knowledge of the principles and practices of urban and transportation planning 
  • Knowledge of policy development
  • Knowledge of ordinance development 
  • Knowledge of land development principles and practices
  • Thorough understanding of bicycle facility planning, design, and implementation techniques
  • Thorough understanding of funding mechanisms for bicycle projects at the federal, state, and local levels of government 
  • Possess the skills to diplomatically and effectively address concerns from residents, elected officials, various departmental managers, and outside agencies 
  • Ability to use common desktop computer applications for word processing, spreadsheets, presentations, publishing, electronic mail, internet research, communications, etc. 
  • Skills in Adobe Suite, including InDesign 
  • Knowledge of the principles and practices of local government administration 
  • Ability to address controversial and emerging issues in the community on a regular basis
  • Ability to establish and maintain effective public relations and working relationships 
  • Excellent oral and written communication skills
  • Must be proficient in operating a bicycle

Preferred Qualification

  • Master’s degree in Urban Planning, Transportation Engineering, Landscape Architecture, Geography, or a related field 
  • Certified Planner (AICP), Professional Engineer (PE), and/or Professional Landscape Architect (PLA) 
  • League Certified Instructor certification from the League of American Bicyclists

Minimum Qualifications

  • Bachelor’s degree from a four-year college or university with major course work or degree in transportation planning, urban planning, transportation engineering, geography, or a related field
  • At least 3 years experience in transportation planning, engineering, or a related field with an emphasis in bicycle planning, facility design, and programming.

Salary

  • $69,404.00 - $86,755.00 / Year; Commensurate with experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
