Summary

The Center for Digital Government named Charlotte one of the top five digital cities in the nation. The City of Charlotte Innovation & Technology department (I&T) provides executive-level leadership, delivers technology services to city departments and partner agencies, and coordinates information technology initiatives across the organization to support, enhance and advance citizen service delivery. Charlotte Water Technology is a division of the I&T Department and directly supports Charlotte Water.

Charlotte Water Technology is seeking a Business Systems Supervisor to lead and supervise the Data Analytics Team for Charlotte Water.   The Data Analytics Team supports the Charlotte Water data and business intelligence analytics program and SharePoint administration and support functions.  The team’s goal is to enhance the decision support process through better access to rich data sets that are timely, well documented, and consistent.  

The data analytics team responsibilities include the execution of business intelligence projects and the management the building and maintaining the data integration architecture, framework, and processes that support data warehouse and business analytics and end-ser tools together with the management and support of the Charlotte Water SharePoint based Pileline intranet environment. 

This position will provide direct efforts toward fulling these responsibilities while leading, developing, and supervising the I&T Data Svcs Administrator, the SharePoint Application Administrator, and the Business Systems Analyst resources that make up the team.

Other essential activities include collaboration with managers and resources to identify business needs and lead planning, program budget development, procurement, and managing costs across the program.  

Major Duties and Responsibilities

Leads Charlotte Water data analytics and business intelligence activities and initiatives to align with Charlotte Water and the City Strategic goals and objectives.  Acts as a consultant throughout the organization to cultivate and implement projects to improve services and inform decisions.
Actively leads and works with key Charlotte Water division and external business partners to understand business priorities, identify strategic initiatives, and represent and promote the team’s technologies and skills to the business and develop effective and timely analytic solutions.
Collaborate with application owners to design, develop, implement, maintain, and update the business intelligence platform; translating functional user requirements into data flows, data mapping, etc.; Collect business requirements and translate them into functional and technical specifications.
Key point of contact continually driving the growth of the analytics and business intelligence community; an active member of department and City data/decision support teams.
Manages the Charlotte Water the data warehouse, related tools and all data used to support the business intelligence system ensuring an efficient and accurate delivery of services.
In collaboration with the content owners oversees the lifecycle management of the SharePoint Charlotte Water Pipeline Intranet site to include continuous improvement of the site, s look and feel, organization and content.  Services provided include solution development, implementation, and training.
Facilitates strategic planning for data analytics and business intelligence initiatives. Recommends technology to meet current and future needs.
Drive standardization of key metrics across various business stakeholders to improve data governance maturity.
Contribute to architectural vision for enterprise data development including data and logical models design and deployment.
Apply a broad range of analytic techniques and approaches to support collaborative problem-solving across the organization – e.g., data visualization, statistical analysis, business process modelling, program evaluation, behavioral science.
Promotes the Charlotte Water’s use of shared data and works to strengthen the City’s data community. 
Identifies, plans, coordinates, and executes Charlotte Water department wide projects that combine data and processes into insights that improve decision-making ability.
Manages service delivery expectations and ensures system availability as defined by the business. Drives continuous improvements in availability across technology offerings, functional capabilities, and performance objectives.
Manages the data analytics team through insight, analysis, and recommendations to enhance and facilitate the delivery of services with Charlotte Water customers.  
Supervises the work of personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
Manages team budget and capacity planning. Identifies savings and efficiencies, creates budget requests, and participates in the formulation of division budget. Oversees expenditures for the Data Analytics Team.
Manages projects by generating project plans; determining project goals and strategies; identifying milestones; assigning duties and responsibilities to personnel; monitoring and obtaining status updates; coordinating resources; maintaining a high-level of customer service; tracking expenditures; managing vendor relations; obtaining quotes; generating the necessary documents; and reviewing project proposals.
Provides as-needed data analysis in support of assigned projects. Presents outcomes and insights through written reports and visual representations.
Works with vendor partners to ensure data collection standards and regulatory tracking.
Performs related work as required.

SUPERVISORY RESPONSIBILITIES
Work requires supervising and monitoring performance for a regular group of employees (2 or more full-time employees).  This includes conducting performance evaluations, setting work objectives, determining work effectiveness and realigning work as needed, and key involvement in hiring/disciplinary actions.

Contact may involve advocating for certain policies and practices, negotiating sensitive issues, and delivering important presentations. Knowledge, Skills & Abilities

Knowledge of relational database management systems and system architecture. 
Knowledge of data warehouse system architecture and related architectural frameworks, including Data Vault 2.0 and Dimensional Modeling (Star Schema)
Advanced ability to use WhereScape, Visual Studio, SQL, SSRS, Server Management Studio, Master Data Services, and dashboarding tools such as Tableau, and PowerBI.
Programming/ETL knowledge and experience in .Net, C#, Javascript, Html5, Python, SQL, ASP, CSS, JSON, or XML
Skills in knowledge discovery and visual analytics –SQL Server Analysis Services, SQL Server Reporting Services and data visualization software. 
Experience with Master Data Management:  Master Data Services and Data Quality Services.
Knowledge of Data Governance principles
Knowledge of metadata standards and procedures
Knowledge of Microsoft 365, SharePoint and SharePoint management tools such as SharePoint Designer, InfoPath Designer, ShareGate and ShortPoint.
Understanding of established SharePoint governance, to include existing information architecture, permission management, and style guide.
Knowledge of SharePoint content types, site columns, external content types, lookup columns, term store and workflows.
Ability to direct and organize project or program activities
Ability to apply principles and practices of employee supervision, including managing and monitoring work performance, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments
Ability to think strategically
Ability to consider the business implications of applying technology to the current and future business environment

Minimum Qualifications

Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Data Science, or a related field
Five (5) to seven (7) years of experience in statistics or data analytics and / or business analysis, requirements definition and information technology support
Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities.



Conditions of Employment
