Summary

The SMS Transit Safety Coordinator will promote and provide for the safety and security of the Charlotte Area Transit System (CATS) riding public and personnel. The primary focus of this position will be the implementation of CATS’ Safety Management System (SMS) and the Agency Safety Plan (ASP). This will be accomplished through developing, implementing and monitoring safety plans, policies and procedures, the collection and analysis of safety and security system data, ability to work with safety and security technological systems and networks, conduct audits, inspections, investigations, training, and promoting a culture of safety. Candidates should possess a working knowledge and understanding of transportation safety operations to include drafting safety plans, drafting policies and procedures, accident/incident investigation procedures, conducting audits, OSHA Guidelines, conducting hazard analysis, and data collection and analysis. Candidates should possess the ability to effectively manage and use information to identify hazard management and safety assurance patterns for future planning/implementation of plans, policies, and procedures. Candidates should also be familiar with or have relevant experience to working with access control and video monitoring software/systems. This position requires working irregular hours including evenings, weekends and/or holidays and will be subject to call-ins during emergencies, and special events. This position is categorized as essential personnel and the candidate may be required to work in inclement weather conditions (in/outside) throughout the CATS service area and locations.

Major Duties and Responsibilities

  • Promote CATS Safety Culture
  • Assist in implementing Safety Management System (SMS) and Agency Safety Plan (ASP)
  • Assist in reviewing, developing, and implementing safety plans, policies, and procedures
  • Collect, manage, and analyze all related safety and security data collected from numerous sources and programs within CATS to provide comprehensive reports to various levels of leadership
  • Work with CATS IT in review, development and monitoring of safety and security related programs, technology, systems, software, and networks
  • Prepare audit reports, corrective action plans, and document hazards in a hazard tracking log
  • Provide safety assurance support to operations to ensure compliance and effectiveness of corrective actions and mitigations CATS implements
  • Conduct safety and security audits, evaluations, and inspections as required by CATS safety plans and NCDOT Program Standards
  • Provide quality assurance oversight of plans, policies, and procedures
  • Conduct various risk assessments to identify potential safety and security hazards
  • Review and update hazard logs and risk register
  • Develop and conduct safety and security training classes
  • Track and monitor various safety and security trends and performance measures
  • Extract data from various Records Management System (RMS) to provide updates on crime trends
  • Interact with CATS Operations and Facilities on safety and security issues and concerns
  • Conduct station and facility inspections
  • Provide data input and analysis using specialized computer programs
  • Perform other duties as assigned
  • As a part of your responsibility to support the CATS safety culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP

Knowledge, Skills & Abilities

  • Knowledge of Safety Management Systems (SMS) and Agency Safety Plan (ASP).
  • Knowledge of North Carolina Department of Transportation (NCDOT) Oversight roles and responsibilities.
  • Knowledge of FTA Rail Safety Oversight Regulation 49 CFR 672, 673 and 674.
  • Ability to collect, analyze, and enter data.
  • Knowledge of OSHA industrial safety regulations.
  • Ability to conduct transit operations safety and security training.
  • Ability to use CCTV and video monitoring system.
  • Public Transportation Safety Certification Training Program (PTSCTP) certificate is required for this position. Candidates must be able to obtain within two (2) years and retain throughout employment. 
  • Proficient in the use of Microsoft Office Software (e.g., Word, PowerPoint, Excel).
  • Knowledgeable in safety and security technology, software, and systems.

Minimum Qualifications

  • High school diploma or GED
  • 1-2 years’ experience as a Safety and/or Security Coordinator, or a similar position that provides experienced related to the safety and security aspects of the operation of rail and streetcar systems, including responsibility for construction safety oversight programs, project planning and implementation, threat vulnerability assessments, monitoring of safety, fire protection, OSHA regulations, and environmental activities

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
