Summary

Supervise and participate in the work of Airside Operations Coordinators and Agents. Work includes organizing shift resources, assigning tasks, training, scheduling, conducting performance reviews, and relaying and following complex oral and written instructions.  Act decisively and exercise independent judgment within established rules, regulations and procedures.  Requires excellent organizational and leadership skills and the ability to establish effective working relationships while representing Charlotte Douglas International Airport in a professional, positive manner.

Major Duties and Responsibilities

1. Supervise, organize, and monitor the work of Airside Operations Coordinators and Agents. Organize staff resources, schedules, assign tasks, and oversee training of personnel. Evaluate and conduct performance reviews by established dates ensuring all personnel perform their job duties according to job function, standard operating procedures, policies, and regulations. Ensure employees have proper tools, safety gear and uniforms to perform their duties. Participate in hiring, disciplinary, and termination processes of personnel.  Perform training, coaching, counseling, and provide feedback for personnel growth and development. Ensure administrative functions such as budgeting/budget management, payroll/timekeeping, personnel compliance and recordkeeping, and goal setting are completed in a timely manner. Mentor, motivate and lead assigned personnel in alignment with Department Vision, Mission, and Strategic Principles. Report to management and Human Resources, as needed or required.

2. Participates in and supervises the personnel and programs to comply with FAA and TSA regulations to operate a commercial service airport. Ensures federal regulatory compliance with FAR Part 139 and Part 77 by adhering to Standard Operating Procedures (SOPs), Airport Certification Manual (ACM), Wildlife Hazard Management Plan (WHMP), Airport Emergency Plan (AEP), and other working documents through the Airport’s Self-Inspection program.  Ensures all documentation including records, reports, and logs are completed according to policies and procedures. Formulate comprehensive and concise instructions/procedures in both oral and written form. Oversee policies and procedures and make recommendations for improvements in safety, security, and efficiency. Oversee enforcement of airport rules and regulations that govern the operation of the airfield and airport tenants.

3. Establish and maintain effective working relationships.  Provide assistance to tenants, contractors, the traveling public and airport employees. 

4. Ability to respond calmly and effectively during emergency and irregular operations incidents following NIMS/ICS structure. 

5. Act decisively and exercise independent judgment within established rules, regulations and procedures, to ensure the safety of persons and security of property.  

6. Assist Airside Operations Assistant Manager with 24/7/365 administrative duty officer responsibilities.

7. Communicate effectively verbally and in writing, including operating radio equipment.

8. Maintain accurate records and produce reports.

9. Supports other Airport Operations Sections by performing assistance duties for irregular and emergency operations such as crowd control, fire watches, escorts, and other duties deemed necessary for continuity of operations.

10. Other duties as assigned. 


Knowledge, Skills & Abilities

Must be able to work assigned shifts, including holidays, and reports back to work during emergencies, urgent situations, special events and inclement weather. Shifts are generally divided into first, second, and third shift hours to cover a 24/7 operation. Hours are subject to change based on operational need. Overtime may be offered and/or mandated when needed.  
This position is deemed essential and employees are subject to mandatory overtime. This position is not eligible for teleworking.
Must successfully pass and maintain an active Security Threat Assessment (STA) and Criminal History Records Check (CHRC). Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.
Valid driver license in state of residence and maintain a City driving permit.  
Must obtain and maintain Movement Area Driver’s endorsement within 90 days of employment.

Preferred Qualification

Work experience in Airport Operations at an FAR Part 139 certified airport and familiarity with Charlotte Douglas International Airport.  
AAAE Certified Member and/or ACE Airfield Operations.  
Bachelor's Degree in Aviation Management or a related field 

Minimum Qualifications

High School Graduate or Equivalent and seven years related work experience

OR

Associate's Degree and five years related work experience

OR

Bachelor's Level Degree and three years related work experience

Conditions of Employment
