Summary

The Center for Digital Government named Charlotte one of the top five digital cities in the nation. The City of Charlotte's Innovation & Technology department (I&T) provides executive-level leadership, delivers technology services to city departments and partnership agencies, and coordinates information technology initiatives across the organization to support, enhance and advance citizen service delivery.

Under general direction from the Chief Technology Officer (CTO), the Deputy Director – (Technology Operations) works closely with the CTO and other technology leaders to direct, coordinate, and ensure effective service delivery operations by providing the strategy, leadership, and management of the technology operations divisions inclusive of infrastructure, software, hardware, network, data, and related services, to meet the needs of the City of Charlotte.

Major Duties and Responsibilities

Manages and directs IT related activities for the city’s 24/7/365 environment. 
  • Accountability for implementing, facilitating, and improving IT governance and Policies
  • Develops IT strategy and business plans for technology functional area(s) to align and support citywide and department-specific business objectives.  Develops plans for platform evolution, system expansion, upgrade, operation, and maintenance. 
  • Identifies changes and trends in technology and interprets their meaning to business stakeholders.  Drives innovation and strategic solutions by providing value propositions to business leaders.
  • Leads technology organization (s), which includes, but is not limited to, infrastructure, software, hardware, networks, and related services.
  • Provides management oversight for large scale enterprise-wide projects.
  • Accomplishes business results by aligning technology leaders and staff goals to business plan objectives.
  • Facilitates strategic planning for departmental initiatives. Recommends technology to meet current and future needs.
  • Develops and manages enterprise level plans, personnel services, and budgets (operating, and capital budgets). 
  • Manages the full life cycle of technology assets and develops long-range financial plans for systems growth, replacement, and migration.
  • Collects, analyzes, organizes, and presents complex data that results in actionable outcomes.
  • Interacts with stakeholders and other departments across the organization to identify opportunities to enhance services
  • Managing and monitoring work performance of an organization level unit, often through the oversight of multiple subordinate managers or key functions including, evaluating program/work objectives and effectiveness, establishing broad organization level goals and realigning work and staffing assignments that span multiple departments.
  • Responsible for financial decisions that may impact city-wide investments. Assures that appropriate linkages exist between budget requests and departmental goals and objectives. Monitors budget plan and adjusts as necessary. 
  • Financial management with annual budgeting and short-term/long-term forecasting.
  • Understands the fundamentals of AI/ML and the impact to organizational technology with a work history of implementing best practices.
  • Performs related work as required.

Preferred Qualification

Master’s Degree with seven (7) years of experience 

Minimum Qualifications

Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, or a related field with nine (9) years of progressive work experience in the management of information technology 

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
