Summary

This position is responsible for planning work activities for multi-skilled work teams in order to provide cost-effective maintenance and inspection of our collection system. The position will provide for the scheduling of manhole inspection resources using ArcGIS Pro, in order to meet the demands of internal and external customers. Importing data from various GIS file formats, creating GIS data in ArcGIS Pro, maintaining a working ArcGIS Pro Map document while applying cartographic design principles, as well as the ability to build queries is critical to this position. Thorough knowledge of geodatabases, manipulating data, generating reports, and conveying visual information in an ArcGIS Pro document is required. This position will also schedule work as requested from the public and coordinate with the Customer Service, Dispatch, Engineering divisions, and internal/external customers. This position must coordinate and communicate with all Field Operations Zones and departments regarding acoustic planning/field assignments, SSO reduction efforts, sewer cleaning quality assurance/quality control, and data review/edits/coordination. ArcGIS Pro knowledge is highly essential for Acoustics data analysis/planning data presentation. Must be able to generate GIS maps that correlate with necessary assets to be inspected and evaluated for SSO reduction efforts, cleaning QA/QC, and other related needs. Must work collaboratively with team members to ensure job plans and work procedures are properly established and effectively evaluated. 

Major Duties and Responsibilities

Generates maps in ArcGIS software capturing Acoustics data for planning, cleaning, rehab, and repairs 
• Must plan and coordinate daily manhole inspection crew assignments including following up on progress. 
• Must generate maps of the results of Acoustic inspection data in GIS environment using existing and newly created/updated data 
• Provides essential manhole inspection data analysis, reviewing, reporting and follow-up for progress and completion 
• Ensure that all SSO timelines identified within departmental response processes are met accordingly. 
• Prioritizes reactive maintenance. 
• Maintains a 30-day forecast of resources and projects. 
• Provides assistance and expertise in updating the Zone Operations Plan. 
• Assists Zone teams with development and implementation of standard work order documentation procedures. 
• Assists teams with using the work priority system (Cityworks) to categorize current work order backlog. 
• Assigns to manhole inspection crews, work orders as they come in from the various Charlotte Water divisions (Field Operations, Engineering, and New Services) to inspect the sewer mains of Mecklenburg County. 
• Plans, schedules, and coordinates major manhole inspection jobs with the sewer planner/schedulers and sewer team leaders of the five Charlotte Water Field Operation Zones. 
• Checks work orders completed by crew(s) and follows up by sending the findings in an email, along with generating maps of acoustic testing results to the Charlotte Water division that requested the inspection(s). 
• Assigns work to the acoustic/manhole inspection crews to conduct acoustical tests on sewer mains. 
• Reviews and tracks the work completed by manhole inspection crews. 
• When needed will ensure traffic control is provided on major thoroughfares by using the necessary vendor or internal assets to ensure crews are in a safe working environment. 
• Performs other related job duties as assigned.

PHYSICAL DEMANDS: 
The work is light work and requires applying 10 pounds of force frequently exerting up to 20 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: balancing, climbing, crouching, feeling, manual dexterity, handling, perceiving sounds at normal speaking levels, distinguishing among sounds, kneeling, lifting, mental acuity, reaching, repetitive motion, speaking, standing, talking, and visual acuity in data/color/observations/equipment. 

WORK ENVIRONMENT: 
Work is performed in a work environment that may periodically have unpredicted requirements or demands. Required working overtime, various shift hours, on-call as scheduled, and during work-related emergencies. 

Minimum Qualifications

• Requires high school diploma or GED 
• Two (2) year community college degree in a related field desired, and relevant GIS coursework from a qualified educational institution or ESRI certified credentialling body. 

Licenses, Certifications or Registrations: 
• Possession of a valid North Carolina driver’s license 
• Requires a Class C-Commercial Driver’s License 
• GIS certification or GIS-P (preferred) 

Salary

$64,237.00 - $71,374.00 Commensurate with Experience
