Summary

The City of Charlotte and Charlotte Area Transit System’s (CATS) People and Organization Development Division is seeking a Talent Acquisition Manager to lead and take ownership of CATS’ Talent Acquisition functions to innovate, design, develop and deploy transformative talent acquisition practices and drive strategic outcomes for the department.  This position requires strong strategic ability with high collaboration and partnership with CATS Human Resources and Workforce Development leaders to develop cohesive strategies and initiatives that support the overall goals and priorities of the department.  A successful incumbent will have proven experience leading and providing strategies in the areas of process development, implementation and improvements for talent acquisition and recruitment functions that will attract, hire, and retain the best talent while growing a solid pipeline.

 

This position will be responsible for managing a team of Talent Acquisition Specialists, Generalists/Full Cycle Recruiters, and a Senior Generalist/Full Cycle Recruiter. They will report to the CATS People & Organization Development Director.

Major Duties and Responsibilities

  • Directly manages, coaches, and develops team of talent acquisition staff responsible for department recruitment and position management activities.
  • Develops overall recruitment strategy for department including the development and implementation of Key Performance Indicators (KPI), Metrics and Summary Reporting for Vacancy Rates, Attrition and the CATS Matrix tied to Talent Acquisition.
  • Partners with People and Organization Development division leaders to understand and execute the City of Charlotte and CATS’ talent strategies particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.  Collaborates with CATS Human Resources and City Talent Acquisition Team to collaborate on process, share best practices and carry out initiatives related to recruitment efforts.
  • Manages recruitment activities, including the development of job descriptions, requisitions, and advertisements, ensuring the interview, and hiring process is properly monitored, including conditional offers of employment, pre-placement testing and security screening, and verification of employment, education, and certifications.  Assists the People & Organization Development Director with budget development/management, and other activities related to effectively managing division and supporting department/corporate-level activities. 
  • Ensures effective management controls are in place including the monitoring and evaluation of processes for efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and directs implementation of changes, which will improve the quality and productivity of the work performed.
  • Approves and authorizes compensation analyses to ensure internal equity and produce salary recommendations for offer extensions.
  • Responsible for full cycle recruitment for CATS Senior level positions.
  • Provides strategic guidance and support to deliver talent needs in partnership with hiring leaders to understand business priorities, conduct consultative intake meetings, provide weekly status reports, assess risk/challenges and drive solution-oriented results.
  • Utilizes a dynamic and collaborative approach to talent acquisition with a broad understanding of the long-term strategy to efficiently support the business to attract highly qualified candidates and build diverse talent pipelines.
  • Champions a high-performance environment, meeting metrics and goals, and fostering an inclusive work environment while serving as a mentor and model to the talent acquisition team.
  • Oversees the CATS Department Drug & Alcohol (DER) Representative handling activities for the departments DOT/FTA “Covered” and safety sensitive employees including, but not limited to, monthly Random Drug testing, Post-Accident, Reasonable Suspicion and Return to Work/Pre-Employment Testing.
  • Oversees the acquiring, tracking and renewal process for licenses and certifications required by the Federal Transit Administration (FTA) and Department of Transportation (DOT) for CATS operations employees including, but not limited to, HPE physicals, DOT Certification and CDL cards.
  • Integrates diversity, equity, and inclusion best practices throughout each phase of the talent acquisition process.
  • As a part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP.
  • Performs other related duties as required.

Knowledge, Skills & Abilities

  • Considerable knowledge of full-cycle (end to end) recruitment, talent acquisition, general hiring practices and procedures, and recruitment best practices, policies, and procedures.
  • Considerable knowledge of the principles and practices of organization and management including principles of supervising, and performance evaluation.
  • Ability to develop and coach team members with proven ability to achieve results through collaboration and teamwork
  • Proven ability to build relationships with stakeholders at all levels.

  • Intermediate level proficiency with Microsoft Word, Excel, Teams, and Outlook

Preferred Qualification

  • PHR/SPHR or SHRM-CP/SHRM-SCP
  • Experience with PeopleSoft or Workday HRIS systems.
  • Experience in government, public sector, or transportation.

Minimum Qualifications

Requires a high school diploma or equivalent with nine years of experience or a two-year college degree with seven years’ experience or a bachelor's degree in human resources, Recruiting, or Business/Public Administration with five years' experience; or a master's degree with three years of experience.

Must have experience directly managing or supervising others. Five years' experience working in recruitment operations or talent acquisition required. Strong oral, written communication, interpersonal, and team skills combined with effective communication strategies. Must have a strong understanding of principles and practices of full cycle recruiting with experience serving as a manager or lead of talent acquisition, senior level recruiter or related position. Must be proficient in Microsoft Office, Excel, PowerPoint, and Outlook.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
