Summary
The position is responsible for developing, implementing and evaluating safety programs, leading the departmental safety team, conducting safety inspections, providing safety training and promoting safety awareness for the Aviation Department at Charlotte Douglas International Airport. Work is performed using independent judgment and action under minimal supervision; initiative is expected. Work requires extensive contact with internal and external customers.
ADDITIONAL INFORMATION:
- Primarily works business hours, Mon- Fri. Will work second or third shift monthly flexible depends on needs. Schedule subject to calls and work during irregular hours, and emergency calls back to work.
- Valid driver’s license in state of residency and ability to obtain and maintain a City Driving Permit.
- Ability to pass a background check in advance of start date required. Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.
Major Duties and Responsibilities
- Train team members to conduct internal audits. Evaluate ergonomic factors and recommend improvements. Solicit employee/supervisory input.
- Develop, implement and evaluate safety programs including those required by OSHA, North Carolina, the City and the Aviation Department. Conduct safety audits and industrial hygiene monitoring to ensure compliance with OSHA regulations, City and departmental rules and general safety protocols. Audits will impact the overall goal of the department.
- Promote safety awareness through new employee safety orientation, creation of promotional materials (e.g., newsletter articles, toolbox topics, workgroup meeting topics, bulletin boards). Provide information on current “HOT” issues as needed.
- Provide safety training, and management programs and initiatives unique to the Aviation Department. Furnish safety topics, ideas, research and support to monthly safety meetings and other employee meetings. Create and maintain safety and health information on the internal internet.
- Review medical surveillance for all employees such as audiometric testing, pulmonary function testing and hepatitis B vaccination for employees who are in these target safety and health programs.
- Review contractors with workgroups to ensure that stakeholders are operating within the guiding principles of the department.
- Perform internal audits and provide feedback to workgroups periodically to ensure employees are the site is safe.
Knowledge, Skills & Abilities
Knowledge of:
- Considerable knowledge of OSHA and other safety regulations (both general industry and construction).
- Industrial Hygiene Sampling Techniques
- ANSI, NFPA, ASHRAE standards
Skill in:
- Proficiency with Microsoft Office software (Word, Excel, Access, PowerPoint).
- Basic IH equipment and medical surveillance programs
Ability to:
- Ability to complete projects on schedule with minimal instruction.
- Ability to identify and analyze problems and identify possible solutions in support of established goals.
- Ability to express ideas effectively, both orally and in writing. Ability to prepare and present clear and concise reports, correspondence and other written materials.
- Ability to analyze statistical and historical data, apply and use results for process changes, report writing and presentations.
- Ability to identify and effectively respond to issues, concerns and needs. Ability to actively pursue and develop new ideas, methods and procedures to meet changing situations.
- Ability to work independently as well as a team member with diverse workgroups.
- Ability to maintain effective working relationships with co-workers, other City departments and the public, representing the airport in a positive manner.
- Ability to multitask at a fast-moving pace.
Preferred Qualification
Bachelor’s degree from an accredited college or university preferred, plus five – seven years of experience. Experience must include safety program coordination and management. Aviation safety and health operation a plus. Professional safety certification, such as Associate Safety Professional (ASP) or Certified Safety Professional (CSP), a plus. Experience creating programs and providing training is helpful.
Minimum Qualifications
High school graduate or equivalent and five years relevant experience.
Or
Associate’s Degree and three years relevant experience.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
