Function
This position serves as one of the most experienced construction resources for the Engineering Division.
Summary
Work involves observing construction, documenting progress, and identifying deficiencies; coordinating construction with others; participating in all aspects of project management from design review to project specifications to material reviews; overseeing a variety of projects; and presenting solutions to problems. This position monitors, inspects and administers construction contracts; ensures compliance; serves as a liaison with engineers, contractors, operations, and internal engineering staff. Projects will include construction of water and sewer infrastructure including, but not limited to, treatment plants, pipeline, pump stations and vertical building construction. Projects may be construction of new infrastructure as well as replacement and/or repair of existing water and sewer infrastructure.
WORK ENVIRONMENT:
Work day and times are generally M-F & std business hrs., but will vary by project. At times, work may require on-call as scheduled, overnight or weekend work and working during emergency situations.
Major Duties and Responsibilities
• Monitors contracts and inspects construction of water and wastewater treatment plant assets, pump stations, vertical building construction and horizontal pipeline construction for compliance with contract documents and Charlotte Water standards.
• Coordinates with plant personnel to minimize construction impact on existing plant operations.
• Assists consultant engineer’s resident project representative and Charlotte Water Project Manager with inspection and construction administration duties.
• Primarily inspects construction in the field with some office work, as needed.
• Identifies and rejects defective work or substandard materials; informs contractor of deficiencies in the work; and observes necessary corrective action.
• Serves as liaison with customers and the public regarding the construction project; responds to inquiries and complaints in a timely manner; and works to resolve conflicts to a satisfactory conclusion.
• Handles required paperwork, including pre-construction photos, preparation and distribution of flyers and door hangers, testing forms, reports, etc.
• Operates a surveying level, checks elevations, and measures quantities and materials in the field.
• Ensures that state and local ordinance requirements regarding installation and materials are met.
• Performs other related job duties as assigned.
• Assists in review of record drawings.
• Assists in preparation of punch lists and follows up to verify completion of/participates in final inspections.
Knowledge, Skills & Abilities
• Knowledge of construction of water and wastewater infrastructure
• Skill in communication, both written and verbally
• Ability to work with a diverse team.
• Minimum of five years construction inspection and administration experience
• Valid driver’s license is required.
• Ability to qualify for a City Driving Permit is required.
• Work can be physically strenuous, and a pre-employment physical exam must be passed.
Preferred Qualification
• Bachelor of Science in Engineering Technology (B.S.E.T.) degree or Associate degree in Engineering or Construction Technology (or similarly relevant degree)
• Considerable experience in construction/inspection of large diameter water transmission and sewer collection lines, and complex structural, plumbing, HVAC, electrical and/or instrumentation construction, particularly related to municipal water and wastewater treatment facilities.
• Water or Wastewater Operating Certifications, Water Distribution or Collection System Certifications, and certifications in first aid, traffic safety, confined space and trenching/excavation.
• Experience operating sewer or water treatment plants
• Knowledge of vertical building construction
• Basic knowledge of HVAC, plumbing, electrical and instrumentation construction
Minimum Qualifications
• High School diploma/GED
• Seven (7) years of relevant work experience
OR
• Associate degree
• Five (5) years of relevant work experience
OR
• Bachelor’s Degree
• Three (3) years of relevant work experience
Licenses, Certifications or Registrations:
• Requires a valid driver’s license with an acceptable driving record.
Conditions of Employment
