Introduction
The Business Applications Manager is responsible for managing the team in the development, support, maintenance, and administration of the City Innovation and Technology (I&T) department's Enterprise business applications. The current portfolio includes Accela, Cityworks, Verint, other Commercial-Off-the-Shelf (COTS) software, and the use of Automatic Vehicle Location (AVL) data. Applicants who have strong application support and supervisory experience will be given priority consideration. The position will be responsible for overseeing the budget for the portfolio of software systems, aligning with city IT standards and Cybersecurity policy, coordinating with vendors, and having a thorough understanding of project management.

Major Duties and Responsibilities
- Supervises the work of personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
- Facilitates strategic planning for departmental initiatives. Recommends technology to meet current and future needs.
- Participates in the RFP process, selection of solution/vendor, and contract negotiations.
- Develops and monitors program-level budget and deliverables.
- Manages service delivery expectations and ensures system availability for 24x7 operational departments. Drives continuous improvements in availability across technology offerings, functional capabilities, and performance objectives.
- Develops and implements business processes to manage program and system activities.
- Interacts with stakeholders, technology peers, and other departments to identify opportunities and drive growth.
- Performs related work as required.

Preferred Qualification
- Minimum of three years of budget and supervisory experience
Minimum Qualifications
- Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, or a related field
- Seven (7) to nine (9) years of experience in business analysis, requirements definition, and information technology support, including prior supervisory experience.
- Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
