Summary
The Charlotte Department of Transportation (CDOT) is seeking a Human Resource Generalist/Recruiter to serve in a cross-functional position to support and take ownership of CDOT’s Talent Acquisition functions. The primary focus of this position is to provide strategic and full cycle recruitment to attract, hire and retain the best talent while growing a solid pipeline. A successful incumbent will have proven experience providing full cycle recruitment (from end to end) for diverse positions while delivering a seamless experience to its internal and external clients.
Major Duties and Responsibilities
1. Partnership Collaboration:
- Works closely with hiring managers to understand their staffing requirements, develop job descriptions, and define candidate profiles for various positions within the organization.
- Provides strategic guidance and support to deliver talent needs in partnership with hiring leaders to understand business priorities, conduct consultative intake meetings, provide weekly status reports, assess risk/challenges and drive solution-oriented results.
- Partners with CDOT Human Resources and City Talent Acquisition Team to collaborate on process, share best practices and carry out initiatives related to recruitment efforts.
2. Attracting Top Talent:
- Utilizes various sourcing techniques, including job boards, social media platforms, professional networks, and direct sourcing, to identify and attract a diverse pool of qualified candidates.
- Proactively build talent pipelines for future hiring needs.
- Attends job and career fairs, university recruitment and other events as needed.
- Assists with the development of CDOT job descriptions, requisitions, and advertisements.
- Utilizes CDOT applicant tracking system to manage and disposition candidates, run reports and send notifications to applicants in accordance with division SLAs.
- Identifies candidates who meet minimum qualifications and validating experience against desired candidate profile. Evaluates skills to recommend candidate advancement.
3. Full Cycle (end to end) Recruiting:
- Utilizes a dynamic and collaborative approach to talent acquisition with a broad understanding of the long-term strategy to efficiently support the business while delivering end-to-end recruitment strategies to attract highly qualified candidates and build diverse talent pipelines.
- Responsible for full cycle (end- to end) recruitment for CDOT including the development of internal strategies to maximize the efficiency of recruitment efforts.
- Consults with hiring managers to develop recruitment strategy for position including the utilization of pre-screening tools, pre-entrance, and candidate assessments.
- Develops and performs candidate screening and assessments: review resumes, conduct phone screens, and perform in-depth interviews to evaluate candidates against job requirements. Assess candidates' skills, qualifications, and cultural fit to determine their suitability for specific roles.
- Intake Sessions: Meets with hiring managers to outline a comprehensive recruitment strategy including but not limited to validating job description against actual job duties, identifying the appropriate pre-screening tools (pre-entrance and candidate assessments) and outlining recruitment process from end to end.
- Sourcing: Assess candidate’s skills, and qualifications against job requirements, leveraging their resume, pre-screening tools, and assessments to determine selection for advancement to next recruitment phase.
- Interviews: Performs interviews, both in-person and virtual, serving as interview panelist and consultant to assess culture fit and suitability for roles.
- Candidate Selections: Consults on selection and decision making: facilitate decision-making discussions and provide recommendations to hiring managers based on candidate assessments and interview feedback. Conduct reference checks and background screenings as required.
- Salary Recommendations and offer Extensions: Conducts compensation analyses to ensure internal equity and produce salary recommendations for offer extensions. Extends job offers to select candidates with explanation of CDOT offering and benefits packages. Coordinates with Talent Acquisition Specialist to initiate conditional offer packages and pre-employments activities.
- Pre-Employment/Compliance: Ensures the interview and onboarding process is properly documented and completed, including conditional offers of employment, pre-placement testing and security screening, and verification of employment, education, licenses, and certifications.
4. Process Improvement:
- Continuously evaluates and enhances the recruitment process to streamline operations, improve candidate experience, and increase the effectiveness of talent acquisition efforts.
- Stays updated with industry trends and best practices.
5. Reporting and Metrics:
- Champions a high-performance environment, meeting metrics and goals, and fostering an inclusive work environment.
- Generates weekly reports on recruitment activities, including sourcing channels, time-to-fill, candidate quality, and other key performance indicators.
- Maintains real time updates to internal spreadsheets capturing status of all recruitment activities.
6. As a part of your responsibility to support the CDOT Safety Culture
- report safety concerns and issues through the various methods established by CDOT as outlined in the ASP.
7. Performs other related duties as required.
Knowledge, Skills & Abilities
- Considerable knowledge of full-cycle (end to end) recruitment, talent acquisition, general hiring practices and procedures, and recruitment best practices, policies, and procedures.
- Considerable knowledge of the principles and practices of organization and management including principles of supervisor, and performance evaluation.
- Proven ability to build relationships with stakeholders at all levels
- Self-starter with strong decision-making skills and the ability to effectively communicate and interact with all levels of the company, clearly expressing ideas and concepts, both verbally and in writing

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
