Summary

Seeking a specially trained & experienced Security Systems Coordinator (SSC) to run all parts of an integrated ID badging/access control, camera, intercom, and alert system at a utility that includes 1,200 employees and almost two dozen critical facilities. Reporting to the Security & Preparedness Manager, the SSC is an essential position and key member on a four-person team that leads, guides, and supports CLTWater’s coordinated physical security & emergency preparedness activities. Operates, maintains, and enhances CLTWater’s integrated physical security systems and related assets that support & protect employees, public critical infrastructure, and continuous essential water services delivery. 

CLTWater is a large, diverse, and widely dispersed critical infrastructure operation with citizen services delivery that never stops. Each of the four CLTWater Security & Preparedness Team members have distinct individual roles and assignments, yet their duties frequently overlap. The Security Systems position works in particularly close alignment with the Security Operations Coordinator. Security & Preparedness Team members address urgent situations during any day or hour throughout the year to support worker safety and essential operations and services. Like Charlotte and the metro area it serves, CLTWater continues growing and its security systems, tools, strategies, programs, and tactics are constantly developing and evolving. Team members teach and learn from each other, and back each other up. Supported by contracted services as well as in-house Safety & Risk, Security & Preparedness, IT, business/administrative, facilities maintenance and other operations staff, the Security Systems Specialist is CLTWater’s in-house subject matter expert & primary administrator of physical security systems. Key duties are described in the Major Duties & Responsibilities section below. 

Major Duties and Responsibilities

Administers and fulfills continuous and coordinated maintenance, operation and enhancement of CLTWater’s ID badge/access control and surveillance video management services/system, cameras, automated gates/door maintenance & associated physical security equipment, structures & processes. 
Creates new ID-access badges, sets/manages access permissions for approximately 2,000 badged utility/City staff, contract employees and vendor personnel. Makes thousands of new/replacement badges and/or access permission changes per year in the Genetec system (i.e., new hires, transfers, promotions & terminations). 
Directs the daily assignments of an embedded security system contract technician who performs or ensures contractor fulfillment of preventative maintenance, break/fix repairs and new hardware installation. Works with additional IT, vendors, and others to install security system software updates. 
Trains and supports specific CLTWater personnel and contracted security guards who are designated Security Video, Access Control & Alert (SVACA) system users at their assigned locations.
Performs simple security & HR/performance management camera and badge reader access investigations; documents and tracks work and maintenance activities; provides informational updates.
Under general direction of Security & Preparedness Manager, enforces and supports maintenance of CLTWater’s ID Badge & Access Control Policy as well as security-sensitive information management guidelines. Supports consistent CLTWater physical security building/equipment design standards and specifications. Supports or fulfills other written instructive staff guidance and procedures as assigned. 
Cross-trains as primary reciprocal backup to the Security Operations Coordinator (SOC), who leads the utility’s armed & unarmed security guard contract & program, responds to incidents, supports public safety and performs moderately complex internal investigations. The SOC and SSC align their schedules and activities closely, so they can fill in for each other during absences.   
Serves on CLTWater Incident Management Team and generally is subject to after-hours, weekend/holiday callback in the event of critical security system disruptions or utility/community emergency situations.
Stays abreast of CLTWater new and existing facility construction projects to ensure optimal and consistent physical security systems/structural design and construction. Works with Security & Preparedness partners, Engineering Project Managers/Inspectors, Facilities Maintenance, I&T and Operations leadership (from site supervisors & managers to division operations managers & chiefs) to ensure utility PSEC standards & specs are carried out during planning, design and construction. 
Supports security-preparedness training drills & exercises. Serves as a CLTWater point of contact with various internal, City, local and state agencies, committees and teams.  Participates in security audits and enhancement projects. Partners with Security Operations Coordinator to plan & fulfill larger-scale physical security CIP enhancement projects as assigned/approved by the S|P Manager. 
Generally, supports strengthening the utility’s physical security posture. Also supports safety & risk management, emergency management, technology team/cybersecurity, Human Resources, Facilities Management & related functions. Fulfills additional duties as assigned by Security & Preparedness Manager.

Knowledge, Skills & Abilities

Security systems expertise and experience, sound reasoning & judgment, discretion, diplomacy, personal character, and integrity are requirements of this position. 
Ability to act both strategically and with urgency, along with a positive and resilient attitude, high-energy drive/work ethic, appetite for learning and a ‘team-first’ philosophy are required. 
The Security Systems Coordinator effectively recognizes issues and their root cause(s), understands how the utility and its people work, and uses sound project management skills to diagnose issues & collaboratively develop solutions that produce results aligned with City-CLTWater strategy & business needs as well as physical security best practices. 
The SOC seeks, reviews, manages, and filters all types of information. 
Make decisions and act using verified facts and follow detailed instructions as needed, yet are equally capable of exercising independent initiative and taking action when circumstances require. 
Ideal candidate strives for consistency yet remains flexible and adaptable as circumstances evolve. 
Excellent computer skills/aptitude as well as effective verbal and written communication skills are a must. Ethical and accountable behavior, diagnostic and project management skills, curiosity, and attention to detail are essential.

Preferred Qualification

Preferred applicants have at least five years of experience installing, configuring, operating and/or troubleshooting security camera/access control/alarm software and hardware. 
Specific Genetec integrated security systems experience and certifications bring a distinct advantage. 
Ideal applicant has a basic understanding of IT network fiber and electrical requirements necessary for security systems, as well as accompanying structural components (i.e. card readers, pedestals, keypads, intercoms, lighting, fencing, gates & automated openers/sensors/loops, door hardware, bollards, pavement). 
Trade/construction, water/wastewater utility and public service experience also considered a positive. Certificates in basic and/or advanced FEMA NIMS/ICS training courses are highly encouraged. 

Minimum Qualifications

•     Two years of relevant college-level course work or an associate’s degree from an accredited  

       college or university in information technology, computer science or a related field.

Three to five years of experience in information technology support, including hardware/software and networking

Any equivalent combination of training, education and experience that provides the required skills and knowledge necessary to successfully fulfill job duties. 


Salary

$72,946.00 - $81,050.00 Commensurate with Experience
