Function

This position exists to assist the Emergency Operations Manager in managing the personnel and programs for all activities associated with the Emergency Management Program at Charlotte Douglas International Airport. This role is responsible for supervising and directing the work of Airport Emergency Preparedness Project Managers and oversees the training and exercises related to the comprehensive all-hazards environment within the airport.

Summary

The Assistant Airport Emergency Operations Manager is responsible for facilitating Emergency Management and Airport Emergency Operations Center (AEOC) functions in the 24/7/365 Joint Operations Center (JOC), ensuring compliance with 14 CFR Part 139, 49 CFR Part 1542, and other applicable federal, state, and local regulations.

This Assistant Manager plays a significant role in the organization, ensuring the safety and security of persons at the Airport. Under emergency conditions, they react quickly, and calmly to protect persons, property, and ensure compliance. Requires effective skills to lead and motivate a diverse staff, must be able to assess situations quickly and objectively while determining the proper course of action within established rules, regulations, and procedures.  Exercising considerable independent judgement and initiative, coupled with maintaining effective working relationships with stakeholders and the public is critical to the success of the role.

Major Duties and Responsibilities

1. Assists in the management of personnel and programs for all activities associated with the Emergency Management Program at Charlotte Douglas International Airport. Assists in developing an effective emergency management program and serves as a leader in preparing, developing, planning, coordinating, reviewing, and updating various aspects of airport emergency management including plans, policies, procedures, and training. He/she is responsible for facilitating Emergency Management and Airport Emergency Operations Center (AEOC) functions 24/7/365 in the Joint Operations Center (JOC). Ensures all Standard Operations Procedures (SOPs), emergency plans, and response and recovery plans comply with 14 CFR Part 139, 49 CFR Part 1542, and other applicable federal, state, and local regulations. He/she occupies a significant role in the organization ensuring the safety and security of persons at the Airport.

2. Supervises and directs the work of the Airport Emergency Preparedness Project Managers Emergency Management Coordinators. Coordinates with local, state, federal organizations, and CLT stakeholders relating to their involvement and participation in all phases of Airport Emergency Management. Ensure all personnel have proper training and tools to perform their duties efficiently and effectively. Oversees the professional development of staff to support their overall engagement, development, and goal achievement. Deliver employee performance reviews by established dates. Oversees recruitment, hiring, on-boarding, coaching, counseling, disciplinary, and termination processes of personnel. Formulate comprehensive and concise instructions/procedures in both oral and written form. Create and update policies and procedures and make recommendations for improvements in security, safety, and efficiency. Ensure enforcement of airport rules and regulations that govern the safety and security of the Airport.

3. Designs, coordinates, documents, guides, and facilitates various exercise scenarios including Table-Top Exercises (TTX’s), Functional and Full-Scale exercises with all CLT partners including Hot-Washes, After-Action Reports (AAR’s) and Improvement Plan (IP) process following the FEMA Homeland Security Exercise Evaluation Program (HSEEP) guidelines. Leads and coordinates all training and exercise efforts including the Full-Scale Triennial Exercise required by 14 CFR Part 139. Coordinate and instruct ICS and NIMS coursework of airport staff and other emergency management related programs as determined by CLT Leadership. Conducts and participates in required emergency response training and exercises related to airport operations, emergencies, and security. Develops, documents, coordinates, and implements comprehensive and cohesive emergency plans for the Airport Emergency Plan (AEP) in compliance with applicable Federal regulations and Federal Aviation Administration Advisory Circulars. Ensure the development of all associated emergency response plans.

4. Responds to and participates in airport emergencies and irregular operations, establishes priorities, and makes timely decisions under stressful conditions to emergencies and incidents of various size, scope, and scale. Takes charge until relieved by a higher authority. Opens the Airport Emergency Operations Center (AEOC) as directed and serves as Airport Emergency Operations Center Commander or other command staff role, as needed. Ensures that response is in compliance with Airport Emergency Plan (AEP) and standard operating procedures and follows the National Incident Command Systems (NIMS) protocols. Reacts quickly, calmly, and exercises independent judgement and initiative to protect persons, property, and ensures compliance. Provides leadership, guidance, and direction in emergency situations in the Airport EOC during activations and other incidents of significance as a subject matter expert on behalf of Airport Emergency Management.

5. Assists Emergency Operations Manager with 24/7/365 administrative responsibilities and follows the directives of the Emergency Operations Manager. Serves as the in-charge manager in the absence of the Emergency Operations Manager.

6. Acts as a liaison for the Airport to local, state and federal government for planning of responses and facility and resource development as well as during emergency events and activations. Submit all Incident Action Plans and documents needed to comply with NIMS/ICS standards and local, state and federal government requirements. Prepares After Action Response Plans for all major incidents. 

7. Collaborate with Planning, Engineering, and Facilities to ensure the continuity of airport operations and federal compliance. Participates in planning activities, development, design review, construction, and transition from construction to operation and maintenance. Identify hazards and implement mitigation strategies. Ensure all emergency plans are updated to include new facilities and operations.

8. Assists in development and management of section budget, resource requirements, and purchasing.

9. Assists in leveraging contract service providers to support operational goals, maintain desired service levels, and takes action, when needed. 

10. Other duties, as assigned.

Knowledge, Skills & Abilities

• Thorough knowledge of FAR Parts 139 and Airport Emergency Plans required.
• Thorough knowledge of Federal, state, and local laws, rules, and regulations affecting emergency management and communications.
• Thorough knowledge of National Incident Management System programs and Incident Command System structure.
• Considerable knowledge of the resources available for Emergency Management Programs.   
• Knowledge of Airport and Airline Operations.       
• Effective organizational and leadership skills.   
• Skills to communicate effectively orally and in writing.
• Skills to efficiently manage multiple priorities and tasks.
• Skills to effectively organize data and prioritize resources during routine and emergency operations.

• Ability to establish and maintain effective working relationships with airline management, federal partners, co-workers, and the public, and represent the airport in a positive and professional manner.

• Ability to demonstrate initiative, creativity and innovative thinking in a rapidly changing work environment.  

Preferred Qualification

Associates degree plus seven years of experience or bachelor’s degree and five years of experience is preferred or an equivalent combination of education and relevant work/industry/military/job specific experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.

Major course work in emergency management, aviation, business, public administration, or related field.  Experience should include emergency management, airport operations, and/or law enforcement and include a minimum of three years of direct supervisory experience. Emergency Management Certifications to include NIMS, ICS, HSEEP and State EM, and/or AAAE certifications (AAE, CM, ACE), preferred. FEMA Professional Development Series (PDS) and/or Advanced Professional Development Series (APDS) certification, preferred.

Minimum Qualifications

High School Graduation or equivalent and seven years relevant work experience

OR

Associate degree and five years relevant work experience

OR

Bachelor's level degree and three years relevant work experience

OR

Master's level degree and one-year relevant work experience
