Housing & Neighborhood Services creates vibrant, diverse neighborhoods through the delivery of five major service areas: Community Engagement, which works to create successful neighborhoods where people of diverse backgrounds and incomes can build successful lives; Code Enforcement, which works to maintain safe and healthy standards of living and improve the appearance of communities; Housing Services, which provides housing and other programs and services for families residing in the City of Charlotte; CharMeck 311, which provides important information and services for customers in the City of Charlotte and Mecklenburg County; and Youth Programs, which works with youth and young adults in the community to provide resources and opportunities for growth and upward mobility.

Summary
The Deputy Director of Housing & Neighborhood Services (HNS) provides highly responsible and complex management support and professional assistance to the Director and the department’s Leadership Team in implementing policy, overseeing key service areas and initiatives, supervising assigned staff, guiding daily administrative duties, and assisting with and representing the department on Council Committees, Advisory Boards and Commissions, and other appointed work groups. This senior level executive will be results-driven, with well-grounded and ethical decision-making abilities, and superior interpersonal and communication skills. Strong leadership and expertise to carry out the department’s vision, plans, and programs is required. This position serves as the back-up to the Director in their absence.
Major Duties and Responsibilities
- Assists the Director in high-level management, planning, organizing, establishing priorities, overseeing programs and activities, and supervising department functions to achieve the objectives of the department.
- Guides the transformation of programs, service delivery and resident engagement across the department’s portfolio of programs and activities in alignment with the city’s strategic priorities.
- Supervises department divisions and functional areas as assigned.
- Cultivates and leverages strong partnerships with other City departments, government agencies, neighborhood leaders, nonprofit and philanthropic partners, faith-based organizations, and other stakeholders to strengthen and amplify the impact of HNS programs and activities.
- Participates in and provides strategic leadership to the city’s Corridors of Opportunity Initiative.
- Develops materials for presentation to the Executive Leadership Team, Mayor and Council, and the public on departmental subjects.
- Cultivates and supports a departmental culture of authentic employee engagement, commitment to diversity, equity, inclusion and belonging, and advances the HNS vision within the department and across the community – inclusive, empowered, connected, forward-thinking, and thriving.
- Builds and maintains respectful, positive working relationships with staff, supervisors, outside agencies and the public using principles of good customer service; provides effective conflict resolution, as needed.
- Assists with the activities of the City Council, various commissions and committees, and other public activities and meetings as needed.
- Performs other job-related work as assigned by the Director.
Knowledge, Skills & Abilities
- Strong leadership skills with ability to plan, prioritize and organize work in a team environment.
- Considerable knowledge of the principles and practices of public administration including budgeting, contract administration, and fiscal management.
- Demonstrated ability to build a culture of inclusiveness that embraces the City’s diversity and works to engage all facets of the community in civic affairs and departmental programming.
- Demonstrated ability to work collaboratively with diverse stakeholder groups both internal and external including other city departments, neighborhood groups, community members, and other stakeholders.
- An articulate and credible communicator both verbally and in writing, with outstanding interpersonal skills and an extraordinary customer orientation, who is sensitive to the information needs of all stakeholders.
- Ability to understand and manage high-profile, sensitive, or controversial political situations.
- Highly collaborative management style with demonstrated emotional intelligence and strong people skills.
- Considerable experience in employee supervision, coaching, mentoring, and leadership development.

Conditions of Employment
The City’s
Background Check Policy requires background checks to be conducted on final
internal or external candidate(s) applying for any position with the City of
