Summary

The Center for Digital Government named Charlotte one of the top five digital cities in the nation. The City of Charlotte's Innovation & Technology department (I&T) provides executive-level leadership, delivers technology services to agency stakeholders and coordinates information technology initiatives across the organization to support and advance citizen service delivery.

Under general direction from the Chief Technology Officer (CTO), the Chief Data and Analytics Officer (CDAO) is the senior leader providing enterprise accountability for the organization’s data and analytics program. The position will be responsible for the creation and management of data and analytics strategies with a focus on industry best practices that drive measurable business outcomes.  As the senior leader for this function the goal is to develop talent and mature the culture of data for the organization. 

Major Duties and Responsibilities

  • Strategic Leadership: Develop and implement the vision, strategy, and roadmap for data and artificial intelligence transformation aligned with the organization’s goals.
  • Data Governance and Management: Establish robust data governance framework, ensuring data quality, security, privacy, and compliance across the organization.
  • Executive-Level Synergy and Collaboration:  Facilitate cross-functional collaboration among senior executive and council members to ensure cohesive alignment of data across departments.
  • AI and Analytics Implementation: Lead the identification and implementation of cutting-edge analytics tools, techniques, and AI technologies to extract actionable insights and create value from data assets.
  • Talent Development: Build and lead a high-performing team of data and AI professionals fostering a culture of innovation, learning, and growth.
  • Performance Management: 
  • Define, develop, and implement key performance indicators (KPIs) aligned with the city’s strategic objectives.
  • Regularly assess and analyze data performance against established (KPIs). 
  • Collaborate with teams across departments to identify opportunities for improving data quality, accessibility, and utilization.
  • Implement measures to guarantee data security, privacy and ethical use while maintaining performance standards.
  • Lead initiatives aimed at continuous enhancement of data performance.
  • Citizen-Centric Data Strategy: Develop and implement data strategies focused on enhancing citizen services that drive improvements in service delivery.
  • Strategic Alignment & Inclusive Decision Making:  Cultivate alliances with city executive leadership and diverse stakeholders to align data-driven strategies with organization objectives. 
  • Data-Driven Policy Innovation: Collaborate with government agencies to leverage data analytics and AI in shaping government policies that directly address citizen needs, improve public services, and foster societal well-being. 
  • Public Reporting and Transparency:  Establish mechanisms for transparent reporting on data initiatives, fostering public trust through clear communication and accountability.

Knowledge, Skills & Abilities

  • Industry domain level understanding of data architectures, data structures and data governance/stewardship.
  • Exceptional interpersonal and leadership skills with a focus on stakeholder engagement translating technical concepts into actionable insights for non-technical audiences. 
  • Experience interacting with related disciplines through committees and governance entities to ensure the consistent application of data policies and standards across all technology projects, systems, and services.
  • Foster an innovative mindset and leadership qualities that provide the ability to motivate cross-functional and interdisciplinary teams.
  • Experience in preparing and presenting high-level strategic reports using data analysis to articulate complex information in a clear and concise manner for decision-makers.
  • Proficiency in quantitative/qualitative analysis tools, statistical software, and methodologies relevant to policy analysis, program evaluation, or similar domains within the government context.
  • Ability to balance technological innovation with ethical considerations, ensuring citizen privacy, security, and equity in the delivery of data-enhanced services. 
  • Experience with contract and vendor negotiations.

Preferred Qualification

Master’s Degree with seven (7) years of experience

Minimum Qualifications

Bachelor's level degree in Business Administration, Information Technology, Computer Science, Data Science, or directly related field  and seven years of progressive work experience in the field of management of information technology with a data domain focus. 

Or

Master’s level degree and five years relevant experience.

Salary

$147,942 - $184,928 Commensurate with Experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
