Summary
The Land Development Division of the Planning, Design, & Development Department is seeking a Planner with moderate zoning experience who will review residential building permits and zoning use permits within the City for compliance with the Unified Development Ordinance (UDO) and Legacy Zoning Ordinance. Work performed is technical and detail oriented, requiring the comprehensive understanding and application of zoning regulations to proposed land development projects.
Major Duties and Responsibilities
- Serve as dedicated back up to the Senior Planning Project Manager.
- Comprehend technical code regulations and problem solve complicated planning and zoning related matters.
- Provide detailed zoning review comments on residential building permit submittals and zoning use permit submittals.
- Manage multiple permit submittals at a time, maintaining assigned review deadlines in City and County review systems.
- Work in partnership with design professionals, attorneys, developers, homeowners, and the public to address zoning review comments, zoning related regulations, issues, questions, and concerns, with the goal of achieving compliance with zoning regulations.
- Coordinate frequently with other City Planning and Land Development staff on permit submittals.
- Provide excellent and efficient customer service through the front zoning counter, phone calls, e-mails, virtual and in-office meetings, appointments, and walk-in customers.
- Engage and participate in meetings with Zoning staff, Land Development staff, Planning, Design, & Development staff, and other City departments and legislative bodies.
- Process sign permits, zoning verification letters, and zoning use permits.
- Respond to Emerald/311 inquiries.
- Release & placement of holds in City and County systems.
- Provide customer service point-of-contact functions responding to visitor, telephone, and email inquiries.
- Process, coordinate, prepare, and issue permit plan review status correspondence.
- Track frequently asked questions and common issues.
- Maintain and create review checklists, manuals, handouts, brochures, and training materials in response to frequently asked questions, common issues, and UDO text amendments for both internal and external customers.
- Maintain and coordinate website information relating to Zoning Administration- Permitting.
- Verify zoning regulations as they apply to specific properties and provide documentation to customers.
- Learn and assist customers with Accela and other software systems.
- Other duties as assigned.
Knowledge, Skills & Abilities
- Excellent communication and customer service skills, including the ability to effectively communicate graphically, verbally, and in writing, tailored to the appropriate audience.
- Knowledge and comprehension of building permit review and architectural principles and practices.
- Basic ability to read and review site plans, surveys, landscape plans, architectural elevations, rezoning plans, and subdivision plans & plats.
- Ability to both comprehend and convey in an easy-to-understand fashion technical ordinance regulations and legal requirements related to zoning and development.
- Knowledge of planning and land development principles and practices related to regulatory services.
- Ability to work collaboratively in multidisciplinary Planning and Land Development teams to achieve positive impacts on the community through regulatory review processes.
- Possess analytical skills applicable to Planning, zoning, and regulatory projects and initiatives.
- Effective time management and prioritization skills in maintaining project review schedules and deadlines while coordinating multiple projects at a time.
- Ability to perform effectively and efficiently with a moderate level of supervision.
- Ability to participate in a team environment, comprehend technical code regulations, and problem solve complicated zoning related matters is a must.
- Knowledge of evaluating topographical considerations.
- Ability to be detail oriented and provide accurate and competent information and plan reviews.
- Knowledge of municipal permits and zoning compliance review strongly preferred.
- Skilled in working on multiple projects, fulfilling multiple responsibilities simultaneously.
- Ability to explain and justify what UDO regulations apply to a certain site under differing conditions.
- Computer proficiency in Microsoft Word, Excel, Outlook, and Explorer/Polaris
- Ability to learn Adobe Acrobat, Geographical Information Systems (GIS), Accela and Posse/Winchester, and other software programs as needed.
- Ability to use computer effectively & utilize software programs designed to assist in performing daily tasks.
- Ability to obtain & maintain City’s driving permit.
Preferred Qualification
- AICP, CZO, or other certifications desirable.
- At least five years or more of directly related planning & zoning experience.
Minimum Qualifications
- Four-Year degree in Planning, Landscape Architecture, Architecture, Geography, or related degree
- At least three years of relevant planning and/or zoning related work experience with ability comprehend technical code regulations and problem solve complicated zoning related matters.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
