Introduction
Storm Water Services maintains and improves stormwater infrastructure within the City streets and rights-of-way. Staff currently manages more than 700 storm drainage improvement projects, implements a diverse array of surface water quality initiatives, and ensure new development mitigates impacts to the drainage system. Storm Water Services is one of the largest stormwater utilities in the Southeast with more than 200,000 customer accounts and about 240 employees.

Summary
The Capital Fund Financial Manager is a member of Storm Water’s Budget & Finance Team that is responsible for the accounting, budget, cash flow modeling, customer fee development, debt funding and financial transactions for the department.
This position is responsible strategically planning the budget requirements of the Capital Fund based on projected multi-year financial needs of planning, designing and constructing Capital Improvement Projects.
Storm Water’s Capital projects typically range in cost from $100,000 to over $10 million and can last from a couple of months to over six years.
Major Duties and Responsibilities
- Strategically plan & develop Capital Fund budgets by projecting spend rates
- Prepare annual Capital Fund budget submission to Strategy & Budget Office
- Funding needs for five Storm Water Services programs which plan / design / construct capital projects
- Create & fund capital projects on financial systems
- Review project expenses to budgets determining material deviations & review with project management staff to determine course of action needed
- Process budget transfers for capital projects as needed / journal entries needed to transfer expenses within & outside of Storm Water Services
- Manage capital assets for department to ensure assets are accurately accounted for and capitalized in financial system
- Train & support staff on financial systems
- Present featured financial information to senior management
- Represent Storm Water Services on City-wide committees regarding capital projects / management initiatives/policy reviews
- Build working relationships with Storm Water Services program managers / Strategy & Budget Office / Debt Management / Finance Department
- Build & direct process improvements / report modifications
- Provide other budget & financial tasks as needed
Knowledge, Skills & Abilities
- Degree in accounting / finance / business / related field
- Considerable knowledge of generally accepted accounting principles
- Ability to develop & manage budgets with local government agency
- Knowledge of principles/policies of budget preparation & administration
- Critical thinking & strategic planning skills
- Strong attention to detail and accuracy, excellent organizational skills with ability to prioritize, coordinate and simultaneously maintain multiple tasks with high level of quality and productivity
- Strong analytical and problem-solving skills
- Excellent interpersonal & presentation skills
- Advanced Microsoft Word, Excel, and PowerPoint skills
- Ability to master job-related software such as ERP Systems
- Ability to perform effectively in fast paced/high pressure work environment
Preferred Qualification
- Bachelor's degree in Accounting, Finance or related Business field
- CPA/CMA/MBA or advanced degree a plus
- Five years of progressive leadership experience
- Storm water utility/enterprise fund/governmental accounting experience
Minimum Qualifications
- Bachelor's degree with three (3) years of relevant work experience; or a Master's degree with one year of relevant work experience; or combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties
Salary
$80,422.00 - $89,357.00 Commensurate with Experience
