Summary

The Charlotte Area Transit System (CATS) is seeking a data-driven Transit Planning Analyst to join a dynamic team of planners and analysts to reimagine and improve the quality of transit service for the Charlotte region. CATS is moving forward with numerous strategic initiatives to improve the reliability and quality of bus and rail services through performance-based planning.

This position reports to the Manager of Scheduling and Operational Planning and is part of a collaborative team within CATS Planning Division. This position is responsible for developing, evaluating, and packaging performance data for existing transit services as well as providing insight for future services. The Transit Planning Analyst will collaborate across multiple CATS divisions and serve as an agency resource for ridership reporting and analysis.

Major Duties and Responsibilities

  • Analyze transit performance data, route productivity, and service efficiency to help understand why routes are succeeding or underperforming
  • Track and analyze ridership trends by route, time of day, day of week, corridor, etc., and provide service recommendations based on analysis
  • Provide support for forecasting service levels, ridership, and subsequent resource impacts
  • Provide detailed analysis of route-level on-time performance, and provide recommendations to promote efficient, on time, and reliable transit services
  • Lead an on-time performance task force to identify issues that can be addressed by scheduling and operations
  • Become the subject matter expert on the function and data quality of ridership collection systems, for fareboxes, automatic passenger counters, and in-person sample checks
  • Develop and analyze reports that identify quality issues with ridership data, and ensure that accurate data is collected for reporting purposes
  • Serve as a lead resource for annual National Transit Database (NTD) reporting; manage the process of compiling data and reporting for NTD, particularly for ridership reporting; administer the methods and certifications for reporting (sampling plans, Automatic Passenger Counter (APC) verifications, etc.)
  • Lead efforts for the Planning group that advance strategic initiatives, such as Transit Signal Priority, and other projects to improve service
  • As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP

Knowledge, Skills & Abilities

  • Proven experience utilizing Tableau or similar data analysis tools
  • Strong understanding of best practices related to the management, analysis, and presentation of data
  • Experience with bus service planning and understanding of transit operations
  • Ability to establish and maintain effective working relationships with all levels of staff, customers, and business partners
  • Effective written and oral communication, with an ability to interpret and summarize data for decision-making
  • Learn new technologies, policies, procedures and guidelines established by professional organizations and/or governing agencies
  • Ability to complete work assignments with minimum supervision
  • Solid technical and computer skills, proficiency in Microsoft Office software, and advanced utilization of Microsoft Excel or other analysis tools is preferred; familiarity with ArcGIS is a plus

Preferred Qualification

Transportation planning experience and knowledge of transit planning best practices preferred.

Minimum Qualifications

Four-year degree with a BA/BS in geography, engineering, urban planning or related field or an equivalent combination of background, experience, and skills necessary to perform the essential duties of the position. Minimum of three years experience in transit planning or related field.  

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
