Summary
The City of Charlotte’s Housing & Neighborhood Services (HNS) department is hiring for the position of Access and Mobility Engagement Lead, which is part of the Neighborhood Engagement Services team. This dynamic team is a recognized leader in empowering residents to create positive community change through our engagement model of information sharing, planning, resource delivery and celebration of community efforts.
The Access and Mobility Engagement Lead will serve as advocate, relationship manager, connector, and a first point of contact working directly with residents, neighborhood and business associations, civic groups, community-based organizations, City, County, partner agencies, and others on issues related to language access and upward mobility for residents in the community. This could include assisting neighborhood organizations, capacity building, project implementation, strategic engagement, area revitalization, and quality of life initiatives. This position reports to the Housing & Neighborhood Services Operations Manager Senior.
Because this position works with language access issues across the City, bilingual skills (Spanish/English) are required, and fluency in additional languages is a plus.
Major Duties and Responsibilities
- Monitor and guide the functional activities of assigned staff and projects to ensure smooth operations and successful outcomes.
- Provide regular updates and reports to the team manager about the team’s progress and performance.
- Develop and maintain effective partnerships with neighborhoods, community leaders, community-based organizations, residents, businesses, in uencers, internal and external government agencies/departments, and partner organizations.
- Assist neighborhoods with problem solving requests and help develop resolution strategies, involving pertinent partners and resources as needed.
- Assess neighborhood organizational development needs and connect resources and develop programming to increase capacity, mitigate con ict, and assist in improving quality of life issues.
- Provide information about City and partner agency resources and help facilitate connections.
- Recruit for City programs and initiatives and coordinate community events as needed.
- Coordinate efforts to align City resources, projects, and initiatives with community needs.
- Work with neighborhood and other community groups to support positive change through implementation of grassroots, inclusive community-led solutions.
- Build partnerships and actively participate on interdepartmental and other teams and special projects to provide strategic and technical assistance, strategy design and implementation, leadership, and administrative support as needed or assigned.
- Organize, prepare, and deliver professional presentations to individuals and groups.
- Represent the City as a liaison between the community, elected and appointed officials, and municipal departments, including evening and weekend meeting and event attendance.
- Serve on collaborative boards and committees as assigned.
Knowledge, Skills & Abilities
- Bilingual (Spanish) required, and multi-lingual skills strongly preferred, with relationships within diverse, multi-cultural community(s).

- Proficient written and verbal communication skills, including ability to facilitate meetings and focus groups with diverse participants with con dence, emphasizing mutual understanding, accuracy, diplomacy, and context sensitivity.
- Ability to establish effective working relationships with coworkers, partners, foundations, community volunteers, residents, and elected officials.
- Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.
- Experience preparing and delivering presentations and information in front of groups and the ability to convey technical information effectively to the public.
- Strong organizational, planning, data, and time management skills.
- A self-starter, able to work well in a fast-paced, team-based environment under limited supervision with e ective interpersonal skills and a high energy.
- Analytical ability, strong critical thinking, and problem-solving skills.
- Able to work on multiple projects effectively and simultaneously. Must have valid driver’s license and the ability to obtain City driving authorization.
- Must be able to attend evening and weekend meetings and events as needed.
Preferred Qualification
- Degree in business, public administration, public relations, communications, urban planning, sociology, landscape architecture, political science, social work, education, or a related field.
- Experience with local, state, or federal grant programs, program or project management.
- Graphic design and/or Geographic Information Systems (GIS) a plus.
Minimum Qualifications
High school graduate or equivalent with five years of relevant work experience, an associate degree and three years of relevant work experience, or a Bachelor’s degree with one year of relevant work experience.
Conditions of Employment
