Summary

This position is responsible for supporting Human Resources activities for the Aviation Department at Charlotte Douglas International Airport, which includes a diverse, non-union workforce of nearly 900 positions occupying over 100 different job classifications (e.g. laborers, skilled trades, paraprofessional and professional occupations). Performs professional-level work coordinating human resources activities related to HRMS transactions and reporting, payroll, Americans with Disabilities Act (ADA), benefit and leave administration, and Workers’ Compensation. Additionally, this position will assist with employee relations matters.
Works in partnership with other Human Resources and Organizational and Talent Development team members in the department and provides support to the Human Resources Generalist Senior and Human Resources Manager. Work is performed with latitude for discretion, independent judgment, and action under minimal supervision; initiative is expected. Work requires extensive contact with internal and external customers, and representatives from a variety of organizations.

General Information:
Primarily works business hours, Monday - Friday.  Schedule subject to calls and work during irregular hours, overtime, and emergency calls back to work.
Valid driver’s license in state of residency and ability to obtain and maintain a City Driving Permit. 
Ability to pass a background check in advance of start date required. Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.

Major Duties and Responsibilities

1. Review and approve weekly payroll, including processing prior period adjustments for the entire department.
2. Process all leaves, terminations, incentives, and other personnel actions using the City’s HRMS system. Researches and resolves problems in a timely manner.  
3. Serve as the department liaison for the City’s leave administration system. Work with the vendor, employee, to submit, monitor, and track leave activities related to FMLA, Paid Parental Leave, Short and Long-term disability.  
4. Ensure ADA Accommodation Requests are received, acted upon, and monitored on a regular and consistent basis. 
5. Receive and respond to requests regarding leaves of absence (FMLA, personal, Military, etc.). Ensure requests are monitored on a regular and consistent basis. Administer return from leave drug testing when applicable. Maintain records through the City’s vendor and conduct FMLA training.
6. Coordinate benefit and leave administration activities. Coordinate employee meetings and activities with City personnel and outside vendors. Distributes literature and information through various platforms.
7. Serve as the department liaison for the City’s HRMS administrator; work with City HR to address end-user issues and coordinate paperwork for employees. Works closely with HR Generalist Senior and HR Manager to ensure smooth transition from Peoplesoft to Workday.
8. Assists with employee investigations and outside party complaints in a timely and effective manner. Investigations include initial intake, interviews, and associated research, preparation of findings and follow-up documentation and communication. 
9. Partner with Employee Relations HR Generalists on employee relations cases arising from leaves, workers' compensation, and ADA matters. 
10.    Assist with Worker’s Compensation injuries that require restricted duty and absences from work. Explain process and requirements to employees and their supervisors to ensure all know their responsibilities. Assist with identifying restricted/light duty assignments and ensure all parties know their responsibilities.
11. Facilitate timely completion of appraisals. Assist with ensuring supervisors are aware of the merit dates and other action dates of their employees. Track due dates, merit increases and lump sums. 
12. Make recommendations, prepare, and present materials related to various Human Resources topics to employees, supervisors, managers, and stakeholders.
13. Assist with health and wellness initiatives, services, and programs for the department.
14. Assist with onboarding activities including new employee orientation. 
15. Assist with developing programs, policies, and procedures to promote fair and equitable HR and business decisions. 
16. Assist the HR Generalist Senior and HR Manager with position classification changes, trades, new position requests (SLC requests), and related actions. 
17. Build collaborative and effective working relationships with staff and stakeholders across the department, city Human Resources, other city departments, and with other customers and service providers.
18. Provide support to the HR Generalist Senior and HR Manager as directed.
19. Complete various reports, city initiatives, and special projects as assigned.

Knowledge, Skills & Abilities

Strong written and verbal communication skills. Ability to prepare and present clear and concise reports, correspondence, and other written materials.  
In-depth knowledge and application of federal, state, and local labor and employment law and regulations.
Knowledge of FLSA, timekeeping and labor requirements.
Considerable knowledge of the principles and practices of personnel administration. 
Ability to adhere to procedures and maintain strict confidentiality.
Computer literacy and proficiency with Microsoft software programs Excel, Word, Outlook and other HRMS systems.
Knowledge of human resource procedures, policies, and employment laws.
Knowledge of recordkeeping procedures and records retention.
Must be able to communicate with a diverse group of employees of varied backgrounds with a wide variety of needs.
Must be able to work effectively with co-workers, other departments, and represent the airport in a professional, positive manner. 
Ability to carry out assignments based upon brief and general instructions.
Ability to work independently on responsible and confidential administrative assignments.
Ability to identify and effectively respond to issues, concerns, and needs.  Ability to actively pursue and develop new ideas, methods, and procedures to meet changing situations.

Preferred Qualification

Experience must include considerable involvement in payroll and benefit program administration and extensive customer relations experience. PHR or SHRM-CP Certification preferred.
