Function

This position provides administrative support and supervision for major administrative functions and processes for the Real Estate section within Charlotte Water (CLTWater) Engineering. 

Summary

This role is responsible for managing utility owned properties, easements, and water/sewer infrastructure and administrative processes related to real estate and asset management. Work involves researching and analyzing data; preparing documents, contracts, and reports; supporting budget, real estate inventory, purchasing, and invoicing processes; project status data; maintaining databases; administering related department fleet functions; coordinating meetings, schedules, and events; maintaining related files; and providing customer service.   

Major Duties and Responsibilities

Assist in acquiring commercial property to be leased by the City of Charlotte [under the guise of CLTWater].
Assist in managing, budgeting, recording, reporting and reconciling Real Estate and Asset Management capital project account.
Assist outside Real Estate Services consultants as required for CLTWater projects.
Assist in entering and maintaining CLTWater’s real estate records, settlements, and data in e-Builder.
Assist in the creation and documentation of new department processes.
Serve as the main point of contact to respond and research customer inquiries associated with existing Easements.
Maintain database report of CLTWater related properties.
Attend conferences, seminars, industry trade shows and sales missions as well as meetings with local and regional economic partners, government agencies and other business-related events.
May support property management activities with the Maintenance Division on active & inactive Charlotte Water-managed, City-owned parcels and easements, including, but not limited to, landscaping, tree removal and criminal nuisance abatement, towing, littering-debris removal and limited physical security structural maintenance such as signage and adjoining property owner outreach.
Performs basic research of information; enters data; extracts data for analysis; and prepares, maintains, and produces lists, tables, and reports as requested.
Works as member of a team on a project basis.
Participates in special projects.
Performs other related job duties as assigned.

Knowledge, Skills & Abilities

Knowledge of the Real Estate Industry
Knowledge of e-Builder, PeopleSoft, Windows, Microsoft Office/365, including Outlook, Excel, SharePoint, and Power Point
Knowledge of collaborative delivery project methods, such as Design Build.
Knowledge of asset management.
Knowledge of customer service.
Skill in working with Title and Survey documents
Skill in communicating, both verbally and written.
Skill in establishing interpersonal effective working relationships.
Ability to prioritize and work on multiple tasks within a team atmosphere.
Ability to plan, direct, and oversee the work of others as assigned.

Preferred Qualification

Associate degree & three (3) years of related work experience
NC Real Estate broker License 
Experience with Munis, Clarity, and ArcGIS software
Experience with information systems; development and configuration
Membership in International Right of Way Association (IRWA)

Minimum Qualifications

High school diploma or Equivalent.
Five (5) years of related work experience with public administration involving large field staff and support services.

OR

Associate degree
Three (3) years of related work experience with public administration involving large field staff and support services.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: 
NC Real Estate broker License w/in 6 months of start
Requires valid driver’s license.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
