Housing & Neighborhood Services focuses on creating vibrant, diverse neighborhoods through the delivery of five major service areas: Community Engagement, which works to create successful neighborhoods where people of diverse backgrounds and incomes can build successful lives; Code Enforcement, which works to improve the appearance of communities and maintain standards of living; Housing Services, which provides housing and other programs and services for families residing in the City of Charlotte; CharMeck 311, which provides important information and services for customers in the City of Charlotte and Mecklenburg County; and Youth Programs, which works with youth and young adults in the community to provide resources and opportunities for growth and upward mobility.

Summary

The Housing Services Contracts Administrative Officer is responsible for providing high level and complex administrative services to the Housing Services division of Housing & Neighborhood Services in support of various critical housing programs and services.

Major Duties and Responsibilities

  • Supports the contracting, reporting and financial processes related to contracts with City partners
  • Provides complex administrative support to the Housing Services Division 
  • Serves as the division expert resource for internal administrative policies, such as purchasing, procurement and contracting. Must exercise considerable initiative, independent judgment, and discretion in performing office and administrative duties and in keeping abreast of both division departmental policies, procedures, and regulations

Knowledge, Skills & Abilities

  • Experience providing administrative support in an office managing community assistance programs; specifically, extensive experience in supporting all aspects of contract lifecycle management for multiple contracts simultaneously 
  • Knowledge and experience with federal housing programs, including, but not limited to following standard operating procedures to maintain program, contract, and compliance files; accurately filing documentation and completing data entry to maintain databases related to federal programs; and reviewing partner and applicant documentation for accuracy and completeness 
  • Thorough knowledge of business English, spelling, punctuation, and arithmetic
  • Strong working knowledge of office management principles and methods, systems, and equipment
  • Proficient skills and experience with information technology, including the Microsoft Office suite and cloud-based databases and record solutions
  • Strong working knowledge and experience in data management, including maintaining complex records, data assembly, data organization and analysis, and developing data driven reports
  • Ability to work independently on confidential administrative assignments and tasks
  • Ability to compose effective and accurate correspondence

Preferred Qualification

  • College-level courses in business administration, data science or other related coursework
  • Bilingual skills (Spanish/English) preferred, but not required

Minimum Qualifications

High School Graduate or Equivalent and five years related work experience, associate degree and three years related work experience, bachelor’s degree and one year related work experience, or Master's Degree.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
