Housing & Neighborhood Services focuses on creating vibrant, diverse neighborhoods through the delivery of five major service areas: Community Engagement, which works to create successful neighborhoods where people of diverse backgrounds and incomes can build successful lives; Code Enforcement, which works to improve the appearance of communities and maintain standards of living; Housing Services, which provides housing and other programs and services for families residing in the City of Charlotte; CharMeck311, which provides important information and services for customers in the City of Charlotte and Mecklenburg County; and Youth Programs, which works with youth and young adults in the community to provide resources and opportunities for growth and upward mobility.

Summary
The
Community Engagement Division of the City of Charlotte’s Housing &
Neighborhood Services Department is a recognized leader in empowering residents
and youth to engage through leadership development and proactive community
improvement through our model of information sharing, inclusion, planning,
resource delivery and celebration of community efforts.
Major Duties and Responsibilities
- Provides
day-to-day management of the Youth Programs team, which includes oversight and
delivery of the Mayor’s Youth Employment Program, Job & Career Readiness
Training, the Alternatives to Violence program, SAFE Charlotte grants, career
exploration activities, and partnerships that promote youth civic engagement.
- Supervise, lead,
and coach a team, to include creating team workplans, supervising work
assignments, coaching and performance management of team members and recruiting
for team members.
- Develops and
implements a youth programs strategy in alignment with city priorities,
monitors progress towards goals, and leverages tools, technology, and data for
program development and continuous improvement.
- Develops a youth
programs community of practice to align and work collaboratively with other
city youth programs (e.g., Charlotte-Mecklenburg Police Department’s Youth
Diversion Program and youth engagement unit, Community Relations Department’s
youth programs).
- Works
collaboratively with the city’s workforce development team to incorporate youth
career exploration and workforce development into overall city strategy,
including serving as a youth program liaison to a variety of economic and
workforce development agencies, employer partner organizations and other
community stakeholders.
- Works collaboratively
with Mecklenburg County’s Office of Violence Prevention and community
stakeholders to advance the city’s priorities for youth safety and the goals of
The Way Forward violence prevention plan.
- Develops and
maintains partnerships with Charlotte-Mecklenburg Schools, Mecklenburg County,
criminal justice system stakeholders, higher education partners, civic and
corporate leaders and others to advance the overall goals of Youth Programs.

Preferred Qualification
- Previous work
experience or coursework in workforce
management, career services, human resources, corporate recruiting, talent
development, public administration, business management or related field
- Bilingual skills (Spanish/English) a plus
Minimum Qualifications
High School graduate or equivalent and seven years of
relevant work experience, OR an Associates degree and five years relevant work
experience OR a Bachelor’s degree with three years of relevant work experience OR
a master’s degree with one year of relevant work experience.
Conditions of Employment
The City’s
Background Check Policy requires background checks to be conducted on final
internal or external candidate(s) applying for any position with the City of
Charlotte. The type of information that will be collected as part of a
background check includes, but is not limited to: reference checks, social
security verification, education verification, criminal conviction record
check, and, if applicable, a credit history check, sex offender registry and
motor vehicle records check.
Background checks

Credit Reporting Act (FCRA). The checks must be consistent with the guidelines
set forth by these laws requiring organizations to obtain a candidate’s written
authorization before obtaining a criminal background report, motor vehicle
records check or credit report; and to properly store and dispose of
information derived from such reports.
Final candidates
must pass a pre-employment drug-screening test and physical examination. During
the selection process, candidates may be asked to take a skills test, and/or
participate in other assessments.
