Under general supervision, Airport Communications Dispatchers, during an assigned shift, receive incoming telephone calls for service, both emergency (including 911, medical, fire, police, airfield) and non-emergency (including paging and information requests). The essential functions of the class include: obtaining necessary information from callers; processing calls appropriately, including providing to the public, issuing pages, notifying appropriate Airport personnel, and dispatching proper personnel; maintaining two-way radio communication with police, fire, medical, airfield, and maintenance units; monitoring alarm systems; operating a variety of communications equipment; operating computer terminal and/or PC based (Computer Aided Dispatch, radios and telephones) to process requests for information regarding stolen vehicles and property, missing and wanted persons, and transmitting appropriate information to field units; and performing related duties as required.

Dispatchers work under unpredictable periods of stress caused by the volume of messages and/or emergency conditions in the field involving the protection of life and property. Persons employed in this class must work shift assignments, which includes around-the-clock, weekend and holiday work schedules. Employees are subject to changes in shift assignments. Due to the emergency nature of this work, overtime is required. As of April 5, 2008, the annual salary range is $58,994 - $71,708.

Minimum Qualifications

1. Possession of a High School Diploma or proof of successful completion of an equivalency test (G.E.D. or California High School Proficiency Examination); AND

2. One (1) year of work experience as a public safety (police/fire/medical) dispatcher in a multi-frequency computerized dispatch/communications center; AND

3. A passing score of 75% or better (T-Score of 56.5 or better) on the POST Entry-Level Dispatcher Selection Test Battery;   AND

4. Ability to type and operate a computer data terminal at 35 net words per minute. (Applicants must submit a typing certificate obtained from a typing school or agency stating that he/she meets this requirement). This ability will be assessed during the probationary period and appointees may be required to show proof or demonstrate his/her ability to type at the required rate; OR

5. Selection as a candidate for the Airport Communications Dispatcher Trainee Program (Refer to the Permanent Exempt Announcement of March 24, 2010 for 9910 Public Service Trainee).

City employees who qualify based upon a combination of City and outside experience must verify the outside experience. Verification may be waived if impossible to obtain. The applicant must submit a signed statement with the application explaining why verification cannot be obtained. Waiver requests will be considered on a case-by-case basis. Eligible lists will be produced periodically when the number of qualified applicants warrants an examination. Receipt of applications may be cut off, suspended or closed at any time depending on the needs of the Airport Communications Center and by posting notice of such action by 4:00pm on that day at the Airport Commission Human Resources Office and at the Department of Human Resources.

Selection Procedures

Training and Experience Evaluation:  (Weight: 100%)
Candidates will be evaluated and scored based on the information provided in their job application, required verification, and supplemental questionnaire to determine their possession of the knowledge, skills, and abilities required for position 9202 AirportCommuications Dispatcher.  All relevant experience, education and/or training must be on the application in order to be reviewed in the rating process.  Candidates will be placed on the eligible list in rank order according to their final score.

Background Investigation:  (Weight:  Qualifying)
Positions with the San Francisco Airport Commission that require security clearance prior to employment may be required to have a thorough background investigation to determine the candidate’s suitability for employment.  The investigation includes a search into records held by the criminal justice system, credit reporting agencies, the Dept. of Motor Vehicles, as well as, contact with references, employers, and others who have knowledge of the candidate.  Reasons for rejection based on this investigation may include, but not be limited to:  applicable convictions, repeated or serious violations of the law, use of controlled substances and alcohol, inability to work well with co-workers, inability to accept supervision, inability to follow rules and regulations, falsification of application materials, and/or other relevant factors.  Candidates may be required to undergo drug/alcohol screening, and must clear Department of Justice and Federal Bureau of Investigation fingerprinting.  The background investigation will also meet Transportation Security Administration requirements (TSA Section 1542.209).  Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination.  Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Transportation Security Administration (TSA) Security Clearance:  (Weight: Qualifying)
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and will be required to undergo drug/alcohol screening.  Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination.  Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Psychological Evaluation:  (Weight: Qualifying)
A psychological examination is required prior to appointment. The examination will consist of written tests and a clinical interview to determine the candidate’s fitness for emergency work.

Medical Examination:  (Weight:  Qualifying)
Prior to appointment, eligible candidates must successfully pass a medical examination to determine their ability to perform the essential functions of the job.

The certification rule for the eligible list resulting from this examination will be Rule of Three Scores. The hiring department may conduct additional selection processes to make final hiring decisions.


Disaster Service Workers

Employment with the City requires the affirmation of a loyalty oath to this effect. General Notes:

Applicants qualifying under Minimum Qualification #5 who are successful in the 9202 examination will be placed on the eligible list under waiver pending successful completion of the trainee program or until all other minimum requirements for 9202 are met. Those eligibles who do not successfully complete the training program within six (6) months of entering the training program may have their names removed from the 9202 eligible list.

3. The Airport Commission will disqualify from application individuals who have previously been rejected for hire based upon conditions that are not subject to change, such as background disqualification on the basis of such things as felony convictions, involvement in distribution of illegal substances, etc.
