This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.
There are currently three positions in the Power Enterprise’s Energy Infrastructure Group:
- (2) Energy Efficiency/Renewables Project Management Specialist
- (1) Transmission Planner Specialist
*Energy Efficiency/Renewables Project Management Specialist
Under general supervision, the Energy Efficiency/Renewables Project Management Specialist plans, develops, and manages municipal renewable projects (e.g. solar, wind, ocean) as well as energy efficiency projects; conducts a wide variety of research, analyses, and studies of technologies and potential projects; and assesses the energy potential or savings associated with renewable or energy efficiency technologies as well as their technical and financial viability.
*Transmission Planner Specialist
Under general supervision, the Transmission Planner Specialists evaluates the technical, economic, environmental, permitting and strategic issues associated with the development of new transmission and distribution systems applicable to distribution of power from the Hetch Hetchy and Power Enterprise generation portfolio to customer loads. Once projects are developed, responsibilities also include project management associated with the implementation of city approved projects. The Transmission Project includes the evaluation, planning, development and possible installation of an electrical transmission line from upcountry hydro facilities to Newark, and then on to San Francisco. The project will require evaluation of AC and DC technologies, routing, design and implementation of improvements that are needed to interconnect the transmission line into the San Francisco electric distribution system and distribute the power. Other projects may include the evaluation of interconnection and transmission issues associated with purchased power for Power Enterprise loads.
Essential functions of these positions include: managing the planning, feasibility, development, design, and construction of renewable and energy efficiency capital projects or transmission planning projects; developing project budgets and spending plans as well tracking costs and invoices associated with various projects; working with contractors; reviewing submittals, costs, and project schedules; ensuring compliance of regulatory and permitting issues for successful completion of projects; conducting a wide variety of research, analyses, and studies of technologies and potential projects; assessing the energy potential or savings associated with renewable or energy efficiency technologies as well as their technical and financial viability; acting as liaison between management and key project stakeholders; leading the design, construction, environmental, contracts, and operations staff; coordinating project issues with other City agencies outside of the SFPUC, other Regional Partners as well as regulatory and licensing authorities; developing project scopes; assessing and procuring of technical expertise; establishing and monitoring of baseline budget and schedule; coordinating with other agency groups; reviewing design documents; overseeing construction; coordinating with multiple city agencies and departments; and resolving project issues from the Planning Phase to completion of construction. Performs other related duties as assigned.
1. Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business;
2. Four years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning;
WHICH MUST INCLUDE,
3. Three years of verifiable experience in energy efficiency and/or renewable energy and/or power generation and/or power transmission/distribution.
SUBSTITUTION: Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.

Supplemental Questionnaire Evaluation (Weight – 30%)

Oral Examination: (Weight - 70%)
