5201 Junior Engineer
Junior Engineer positions are available in the areas of Civil, Electrical, Mechanical, Transportation and Sanitary.
Under supervision, positions in this class perform beginning-level engineering work in diverse operating departments. The essential functions of this class include: applying engineering principles and practices to civil, mechanical, electrical, environmental, and transportation engineering projects; preparing routine studies, designs, drawings, sketches, and plans using AutoCAD and other software tools; conducting field inspections of existing structures, construction sites and projects; preparing reports, contract specifications, lists of materials, cost estimates, schedules, and progress payments; gathering, preparing, and maintaining engineering data, records, and reports. Junior Engineers may direct the activities of technical engineering staff. Performs related duties as required.
- A baccalaureate degree from an engineering program that is accredited by the Accreditation Board for Engineering and Technology (ABET) with a major in civil, mechanical, electrical, environmental, chemical, or transportation engineering, or a related baccalaureate engineering degree; OR
- Possession of a valid Engineer-in-Training Certificate (National Council of Engineering Educators) AND one year of verifiable engineering work at a level equivalent to the City's 5201 Junior Engineer; OR
- An engineering baccalaureate degree from a non-ABET accredited engineering program with a major in civil, mechanical, electrical, environment, chemical, or transportation engineering, or a related engineering degree program; AND possession of a valid Engineer-in-Training Certificate (National Council of Engineering Educators); OR
- Two (2) years of verifiable professional experience at a level equivalent to the City and County of San Francisco Class 5364 Engineering Associate I; OR
- Proof of current enrollment in the final year of an engineering program. Applicants must meet the requirements established in the Graduating Engineering Student Program described below.
a. Possession of a valid Certificate of Registration as a Professional Engineer in the State of
b. A Master's degree in Engineering (with a major in civil, mechanical, electrical, environmental, chemical, or transportation engineering, or a closely related field) from a college or university with an ABET accredited program can be substituted for the requirement in Minimum Qualification #1.
Graduating Engineering Student Program:
Under this program, students in their final year of an engineering program can qualify by providing proof of current enrollment at a college/university accredited by the Accreditation Board for Engineering and Technology (ABET) with a major in civil, mechanical, electrical, environmental, chemical, or transportation engineering or a related engineering degree program.
Students graduating from a non-ABET accredited engineering program can qualify by providing proof of current enrollment in their final year at a college/university with a major in civil, mechanical, electrical, environmental, chemical, or transportation engineering, or a related engineering degree program; AND possession of a valid Engineer-in-Training Certificate (National Council of Engineering Educators).
Candidates appointed to positions under this program will be required to submit proof of graduation within 120 calendar days of the start work date. Failure to provide proof of graduation will result in separation from employment.
Promotional Opportunities under the Flexible Staffing Program:
Permanent incumbents in class 5201 Junior Engineer are eligible to advance to positions in the Assistant Engineer class after obtaining an Engineer-in-Training Certificate from the National Council of Engineering Educators, completing one year of satisfactory service as a Junior Engineer within the same department, and with the approval of the Appointing Officer. Promotion to the Assistant Engineer class is not automatic.
Flexible Staffing Program: A separate Flexible Staffing list will be established for class 5203 Assistant Engineer when the incumbent has met the following requirements:
- permanent civil service appointment as a 5201;
- completion of one year of satisfactory service as a 5201;
- certification as an Engineer-in-Training;
- if, in GESP (Graduating Engineering Student Program), proof of graduation is provided; and
- an approved budgeted position in a department
The Appointing Officer of the department where the incumbent has completed the one year of service must submit to the Department of Human Resources a Request for Flexible Staffing Position form, a copy of the incumbent's performance evaluation for the previous year showing at least an evaluation of competent and effective, and a copy of the EIT Certificate. Appointment to 5203 will require an approved requisition.

Verification of Education/Certification/Experience:
1. Applicants qualifying under Minimum Qualification #1 must submit copies of diploma or transcripts.
2. Applicants qualifying under Minimum Qualification #2 must submit a copy of a valid Engineer-in-Training Certificate and verification of qualifying work experience. Verification of work experience must be on the employer’s letterhead, and must include the applicant’s name, job title, description of job duties, dates of service, and signature of the employer. City and County employees who qualify under #2 do not need to submit verification of their City employment, but must submit verification of outside experience if their City experience does not equal one full year.
3. Applicants qualifying under Minimum Qualification #3 must submit copies of diploma or transcripts and a copy of a valid Engineer-in-Training Certificate
4. Applicants qualifying under Minimum Qualifications #4 must submit a written job verification from their employer, unless they are current incumbents in Class 5364 already for a period of two (2) years. Verification is on the employer’s letterhead, with your name, dates of employment, job title and short description of duties.
5. Applicants qualifying under Minimum Qualification #5 must submit copies of current official transcripts, and if required, a copy of a valid Engineer-in-Training Certificate.

Training and Experience Evaluation : The verified information provided in the supplemental application will be evaluated to determine the final score and rank of a candidate on the eligible list.
Continuous recruitment/eligible list: This is a continuous examination process. All eligible candidates are encouraged to apply as soon as possible. 1. Candidates scoring in the top three ranks may be selected for vacant positions within their discipline or specialty area.
2. The score and rank of a candidate will be finalized when the list in which the candidate becomes eligible is adopted.
3. The names of new eligibles will be merged with existing eligibles on the Master list.
4. The eligibility period for successful candidates will be twelve (12) months.

Prior to appointment in some departments, candidates being considered for hire may be required to complete a personal history statement and pass a background investigation to determine fitness for employment. The investigation is limited to job-relevant and legally mandated matters and may include a reference check, verification of employment history and education, military and financial history, fingerprinting, and criminal and motor vehicle records. Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission whose job duties require unescorted Air Operations Area (AOA) access are required to provide a complete employment history for the past ten (10) years and an explanation of all gaps in employment during that period.
