A Sailor II is the experienced level of routine manual work in the performance of all regular and emergency duties required in the service of a vessel both while on board and along the dock. Employees in this classification serve as crew members during vessel operations and perform manual labor services following the vessel dockage. Employees in the classification are responsible for the maintenance, repair, and cleanliness of vessels. Employees in this classification, under certain conditions, and under direction, may also steer vessels either at the wheel, on the bridge, or by using emergency apparatus in the stern. Employees in this classification do not supervise other positions but may serve as lead workers over less experienced individuals.
Employees in this classification receive general supervision is provided by the boat operation or other higher ranking crew members or by other responsible persons in charge.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Performs deck service and other manual work in support of a vessel’s operations;
Maintains the ship’s deck, cabin, galley, and holds in a neat, orderly condition;
Operates hand and power tools to render preventive maintenance to boats and to perform other manual duties;
Chips paint, removes rust, and repaints boat surfaces;
Performs minor operating repair to small marine engines;
Assists in the recovery of pollutants and debris;
Prepares scows for the loading and removal of debris;
Takes depth soundings;
Assists passengers aboard the vessel
Performs general housekeeping and maintenance of the headquarter’s buildings and facilities;
Operates motor vehicles and may serve as a driver and mail courier on a temporary basis;
Performs other related duties.
Knowledge of the elementary concepts of themaintenance requirements of vessels and ships;
Knowledge of lifesaving and firefighting techniques;
Knowledge of the rules and regulations of the U.S. Coast Guard applicable to the operation of small boats in harbors of the United States;
Ability to navigate small motor craft;
Ability to interpret nautical charts;
Abilty to perform semi-skilled boat maintenance work, including minor maintenance to small marine engines; Ability to use tools and equipment with safety;
Ability to follow instructions;
Abilty to act as a lead worker;
Ability to perform laborious manual tasks;
Abilty to establish and maintain harmonious relationships with other crew members and co-workers.
Education: None.
Experience: One year of experience engaged in the performance of ordinary sailor or deckhand duties aboard a vessel.
Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the sailors and marine oilers classifications sailors and marine oilers specialty codes in the sailors and marine oilers field of work on a year-for-year basis for the required experience.
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a driver’s license valid in the State of Maryland.
2. In accordance with the Labor and Employment Article, Section 3-213, Annotated Code of Maryland, persons appointed to this classification must be at least 18 years of age at the time of appointment.
3. Employees in this classification will be subject to call-in twenty-four hours a day and may be required to be present for duty on weekends and holidays.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit A, Labor and Trades classes. As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by the State Personnel and Pensions Article, Section 8-305.
