An Assessments Office Manager C is the supervisory or managerial level of work overseeing the administrative and clerical operation for all phases of the assessments records process in a local office of the Department of Assessments and Taxation. Employees in this classification are assigned a "C" county group assessment office in Alleghany, Calvert, Caroline, Cecil, Dorchester, Garrett, Kent, Queen Anne’s, St. Mary’s, Somerset, Talbot or Wicomico county. Employees in this classification either directly supervise clerical staff or direct the activities of a clerical unit through lower-level Assessments Supervisors.
Employees in this classification receive managerial supervision from the Supervisor or Assistant Supervisor of Assessments. Employees in this class may be required to work evenings, weekends or holidays.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Directs activities in order to manage the administrative and clerical operations of a "C" county group local assessments office;
Assists the Supervisor of Assessments in administrative activities which include, but are not limited to: formulation of the budget, and development of program goals and performance standards;
Reviews and evaluates clerical operations in order to improve office efficiency and effectiveness;
Reviews operations of clerical sections in order to establish priorities and ensure proper work flow;
Interprets and applies assessment laws and regulations for the staff and the public in order to resolve problems and respond to questions;
Prepares reports, manuals, work charts, and correspondence for the Supervisor of Assessments for the purpose of summarizing office activities;
Conducts staff meetings, supervises and evaluates subordinate staff;
Acts as a liaison with government officials, other agencies and the general public in order to represent the department;
Performs other related duties.
Knowledge of the principles, practices and problems of office management;
Knowledge of the techniques of supervision;
Knowledge of policies and practices used in local assessments offces;
Knowledge of business English, spelling, punctuation and arithmetic;
Knowledge of the principles and practices of State budget and personnel procedures;
Ability to plan and organize the work of subordinates;
Ability to develop and install administrative procedures and evaluate their effectiveness;
Ability to identify problem areas and recommend appropriate solutions;
Ability to prepare and present reports and recommendations;
Ability to establish and maintain effective working relationships with agency staff, public officials and the general public;
Ability to understand and follow complex instructions.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of clerical or technical experience in processing assessments records and forms.
Notes:
1. Candidates may substitute additional experience performing general clerical duties on a year-for-year basis for up to two years of the required education.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in financial administration and program classification or financial administration and program specialty codes in the accounting and budget field of work on a year-for-year basis for the required experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
