An Acquisition Agent Supervisor is the supervisory level of work in all phases of the acquisition of real property or leaseholds and the inspection and follow‑up inspection of leased properties. Employees in this classification supervise lower‑level Acquisition Agents and may supervise support staff.
Employees receive general supervision from the Chief of Land Acquisition, the Chief of Space Management, or other designated official.
Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification.
The Acquisition Agent Supervisor is differentiated from the Acquisition Agent II in that the Acquisition Agent Supervisor has supervisory responsibility for Acquisition Agents, while the Acquisition Agent II performs the full range of duties and responsibilities under general supervision. The Acquisition Agent Supervisor differs from the Acquisition Specialist Advanced in that the Acquisition Specialist Advanced performs special complex leasing projects under general supervision.
Plans, directs, coordinates the work of and trains Acquisition Agents;
Coordinates real property transactions, involving the sale or lease of real property;
Conducts negotiations with property owners, attorneys, or other owner representatives in order to obtain property at the best price;
Acts as liaison between property owners and the acquiring agency to resolve problems that may hinder or prohibit acquisitions or leases;
Negotiates leaseholds with all potential leasers in accordance with State procurement regulations and departmental policy;
Identifies funding sources in acquisitions or leases to establish when Relocation Entitlements apply that Federal requirements must be met;
Reviews and analyzes reimbursement sought under escalation/deescalation clauses and makes recommendations to agencies;
Interprets survey plats, acquisition maps, zoning maps and deed records to determine ownership of property and the factors relating to property acquisition;
Drafts schematic drawings for lease facilities and prepares property outline drawings with zoning demarcation lines;
Makes on site inspections of property in order to assure compliance with State standards and provide recommendations to agencies;
Performs follow up inspections and handles responsibility for deficiencies with landlords or their representatives;
Participates in public or closed meetings and conferences at the request of elected or appointed officials of State and local governments or civic groups;
Confers with agency heads or staff concerning the needs, priorities and recommendations in order to determine appropriate type of property to be acquired;
Performs other related duties.
Knowledge of property appraisal techniques and practices;
Knowledge of the methods required to search land records for titles, descriptions and ownership;
Knowledge of relocation assistance to persons and businesses displaced as a result of land acquisition;
Knowledge of the practices and procedures used in office planning and space analysis;
Knowledge of real property and lease laws; Knowledge of State procurement regulations;
Knowledge of the methods and techniques of contract preparation and negotiation for the acquisition of real property and leaseholds;
Ability to supervise and train others;
Ability to conduct highly sensitive negotiations with owners, lawyers, real estate dealers, building managers, mortgage companies and top level government and private officials;
Ability to interpret real estate maps and plats, and architectural/engineering designs and layouts;
Ability to make field inspections of property and structures; Ability to communicate effectively with the public;
Ability to compile numerical data as it pertains to real estate sales and leasing costs.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of experience negotiating the acquisition, disposal, development, management or leasing or real property.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
