A Central Payroll Supervisor is the supervisory level of work in clerical-accounting payroll processing activities for a specialized area with the Central Payroll Bureau. Employees in this classification supervise lower-level Central Payroll Clerks.
Employees in this classification receive general supervision from a Revenue Administrator or other designated administrator. Employees may be subject to work evenings and weekends.
Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Central Payroll Clerk Supervisor is differentiated from the Central Payroll Clerk Lead/Advanced in that the Central Payroll Clerk Supervisor has supervisory responsibility for lower-lever Central Payroll Clerks, while the Central Payroll Clerk Lead/Advanced assigns, reviews and approves the work of and trains lower-level Central Payroll Clerks or performs specialized work that is unique to the Central Payroll Bureau.
Plans, coordinates, supervises and evaluates the work of lower-level Central Payroll Clerks;
Trains lower-level Central Payroll Clerks;
Supervises the work of a phase of payroll processing;
Devises and implements procedures and methods of payroll processing, auditing and reporting;
Ensures that work meets established deadlines and standards in accordance with prescribed rules and procedures;
Prepares special statements and reports;
Maintains internal controls to ensure proper entry of data into the payroll system;
Verifies input parameters of data processing runs and authorizes their execution;
Verifies and balances the output from data processing;
Approves final payrolls after determining that processing is complete and in balance;
Releases checks to be printed;
Assesses payroll authorization documents for accuracy, completeness and conformity with rules, procedures, and established schedules;
Coordinates workflow between Central Payroll, Data Processing, outside agencies and vendors;
Verifies reports submitted to General Accounting Division and State Treasurer's Office;
Performs complex and specialized payroll, tax computation, clerical and accounting functions unique to the agency;
Provides technical and procedural payroll guidance to staff, other agencies and vendors;
Serves as a liaison between other agencies, employees, vendors and data processing on payroll matters;
Performs earnings, special deduction and subsidy calculations for manual input to payroll processes;
Resolves tax and deduction questions relating to pre-tax, tax deferred, post-tax transactions and taxable fringe benefits;
Oversees the maintenance of retrievable files of source documents for audit trails;
Coordinates actions with agencies and payroll systems for refunds, recovery of wages, direct deposit failures and other pay event corrections;
Performs other related duties.
Knowledge of State and federal tax withholding rules and procedures;
Knowledge of payroll policy and procedures applicable to processing multi-systems payrolls;
Knowledge of regulations for multiple State and federal tax withholding and exemption from taxes;
Knowledge of personnel and retirement rules and regulations relating to payroll;
Knowledge of bookkeeping principles, methods and procedures;
Knowledge of banking procedures related to direct deposit distributions and recoveries;
Knowledge of payroll deduction and earning characteristics; Knowledge of modern office routines, equipment, and machines;
Knowledge of basic data processing and specialty software related to government payroll systems;
Skill in the use of computers and related software;
Skill in posting and balancing ledgers and computer generated reports;
Skill in examining and verifying payroll reports, statements and other documents for accuracy, completeness and compliance with regulations;
Ability to apply regulations for multiple State and federal tax withholding and exemption from taxes;
Ability to apply personnel and retirement rules and regulations to payroll activities;
Ability to understand data system documentation such as flow charts and job request transmittals;
Ability to assist in the formulation and modification of Central Payroll procedures and methods;
Ability to plan, direct, supervise and evaluate the activities of lower-level Central Payroll Clerks;
Ability to coordinate work of the unit with other units; Ability to analyze payroll problems and formulate correct solutions;
Ability to establish and maintain records and files;
Ability to calculate all computations to pay including overtime, premium overtime, leave without pay, pre-tax adjustments, tax withholdings, subsidies and other payroll related events;
Ability to understand the payroll system and assist in testing system revisions;
Ability to communicate effectively.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of payroll or clerical-accounting experience, at least two years of which were working with governmental payrolls.
Notes:
1. Candidates may substitute experience supervising fiscal or accounting clerks on a year-for-year basis for up to two years of the required experience.
2. Candidates may substitute additional education in accounting, data processing or business law at the rate of thirty credit hours for each year of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in financial clerical and technician series classification or financial clerical and technician series specialty codes in the logistics field of work on a year-for-year basis for the required experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
