NATURE OF WORK

A Health Facilities Survey Coordinator II is the supervisory level of work responsible for planning, scheduling, directing and evaluating the survey process, and for survey documentation in the Office of Health Care Quality in the Department of Health and Mental Hygiene, which will be used to justify State licensure and compliance with Titles XVIII and XIX Certification Programs. Employees in this classification supervise administrative and clerical employees, and provide technical direction to professionals engaged in the survey process.

Employees in this classification receive general supervision from a higher-level program manager. Employees may be subject to call-in and overtime based on staffing needs. The work may be performed at public and private health facilities and other program sites which would necessitate travel throughout the state. Employees are required to observe infection control precautions.

Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification.

The Health Facilities Survey Coordinator I and Health Facilities Survey Coordinator II are differentiated in that the Health Facilities Survey Coordinator I directs activities of a survey team or unit, and the Health Facilities Survey Coordinator II directs activities of multiple survey teams or units.

EXAMPLES OF WORK

Oversees employees responsible for conducting surveys of the operations and services provided by health facilities licensed in the State;

Provides technical direction and administrative supervision to professionals engaged in the survey process;

Directs multiple units or teams in the Office of Health Care Quality;

Travels to health facilities to consult and advise facility staff and management;

Reviews, evaluates and coordinates documentation of survey visits, including recommendations for corrective actions to be taken by the provider;

Consults with survey team members, allied team coordinators and a higher-level administrator regarding collection, evaluation and interpretation of survey data and program activity needs;

Evaluates staffing patterns to determine compliance with State and federal requirements;

Supervises employees, Interprets, applies and enforces the appropriate State and federal laws, rules and regulations for health facility licensure and/or certification;

Plans, establishes, coordinates and maintains a schedule for surveying activity at health facilities;

Coordinates scheduled survey activity with complaint investigations at specified health facilities;

Participates in formal hearings and conferences to achieve corrective actions and improve conditions at health facilities;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the administration of health care facilities;

Knowledge of accepted and customary patient care techniques;

Knowledge of developing trends and current literature affecting accepted patient care techniques;

Knowledge of reference, research and survey methods and techniques used in collecting, compiling and organizing survey data;

Knowledge of comprehensive health planning procedures for health care facilities;

Knowledge of the functions and facilities of health and welfare agencies operating in the State;

Ability to observe, document and evaluate conditions at health facilities;

Ability to prepare and present comprehensive reports and sound recommendations for corrective action;

Ability to interpret, apply and enforce State and federal laws, rules and regulations regarding health facilities;

Ability to plan, schedule and coordinate surveys of health facilities;

Ability to supervise and evaluate the work of subordinate Health Facilities Surveyors;

Ability to establish and maintain effective working relationship with employees, supervisors, subordinates, public officials and the general public.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or University.

Experience: Four years of experience in regulatory compliance, facility surveying, quality improvement or professional work in a health care setting or regulatory agency.  One year of this experience must have involved responsibility for directing and coordinating the work of a group of surveyors during on-site health care surveys.

Notes:

1. Graduation from an accredited school of nursing may be substituted for the required education.

2. A Master’s degree from an accredited college or university in a health field or management discipline may be substituted for one year of the non-directorial experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administrations classifications or Health Facilities Architect/Engineering specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Nurse graduates must possess and maintain a current license as a Registered Nurse from the Maryland State Board of Nursing.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a Motor Vehicle Operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees appointed to positions in this classification will be subject to call-in twenty-four hours a day.

2. Persons appointed to positions in these classifications will be assigned to various geographic areas on a rotating basis.

3. Applicants must be eligible to participate in training courses for Health Facilities Surveyors as established and sponsored by the federal government. Successful completion of these courses is required for continued surveying activity.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in professional service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
