Monitors assigned grantees compliance of State and federal requirements as defined in the Grant Application;
Applies State and federal regulations governing the program area;
Participates in and may lead interdisciplinary teams in developing goals or standards;
Provides direct, specialized outreach, intervention, compliance monitoring, or curriculum development, consultation, advice and technical assistance in adult basic education initiatives related to Maryland’s statewide program;
Develops and implement programs in outreach, research and evaluation, assessment and accountability, curriculum and instruction, student services in adult education, instructional technology, teacher education and staff development;
Evaluates program effectiveness to determine program needs and recommends plans for advancing program objectives;
Serves as liaison between DOL and the community in carrying out DOL’s program objectives;
Represents DOL and participates in the activities of other public interest groups involved in the program area;
May supervise employees in non-program specialist classifications;
Performs other related duties.
Knowledge of adult focused instructional methods and training techniques including curriculum design principle;
Knowledge of principles and processes involved in organizational planning, coordination, and execution;
Knowledge of federal policies, rules and regulations governing adult education programs;
Knowledge of analytical procedures and research techniques used in collecting, evaluating and presenting data;
Knowledge of community needs regarding adult education;
Ability to communicate effectively both orally and in writing;
Ability to learn, understand and interpret State laws, regulations and policies related to DOL’s adult education programs;
Ability to assess and determine the most appropriate techniques for achieving program objectives,
Ability to establish and maintain effective working relationships with employees, and the general public.
Education: A Master’s degree from an accredited college or university.
Experience: Four years of teaching or administrative staff work requiring regular use of independent judgment, analysis, evaluation, creativity and consultation directed to developing management policies and general business in or affiliated with an education program.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and
completion of 36 credit hours at an accredited college or university for the required education.
2. Candidates may substitute six years of teaching or performing administrative staff work requiring regular use of independent judgment, analysis, evaluation, creativity and consultation directed to developing management policies and general business in or affiliated with an education program for the required education.
3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university for one year of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
