Supervises Education Program Specialists engaged in providing technical guidance, assistance or advice for comprehensive adult education programs, and coordinates the activities of the federal and State Adult Education program;
Advises and makes recommendations to the Education Program Manager or executive level official concerning the adult education program effectiveness, program needs and operational issues;
Participates in the development, implementation and assessment of strategies to ensure that program activities facilitate achievement of strategic plan goals and objectives;
Coordinates technical assistance for local grantees;
Identifies policy areas requiring attention based upon customer need;
Provides input and feedback to DOL on policy needs and implications;
Develops partnerships within and outside of DOL to achieve Adult Education goals;
Assists with planning of the preliminary budget;
Directs development and preparation of reports;
Coordinates development, delivery, evaluation and documentation of professional development for the Adult Education Literacy network;
Participates in grant development and management of Adult Education and Literacy services;
Coordinates the development and implementation of the State Plan for Adult Education;
Initiates, plans, directs, implements and monitors compliance with federal and State Adult Education and Literacy programs policy, guidelines and statute;
Performs other related duties.
Knowledge of adult focused instructional methods and training techniques including curriculum design principle;
Knowledge of principles and processes involved in organizational planning, coordination, and execution;
Knowledge of federal, State and DOL laws, policies, rules and regulations governing adult education programs;
Knowledge of analytical procedures and research techniques used in collecting, evaluating and presenting data;
Knowledge of community needs regarding adult education;
Ability to supervise Education Program Specialists;
Ability to communicate effectively, both orally and in writing;
Ability to assess and determine the most appropriate techniques for achieving program objectives;
Ability to establish and maintain effective working relationships with employees, and the general public;
Education: A Master’s degree from an accredited college or university.
Experience: Five years of teaching or administrative staff work requiring regular use of independent judgment, analysis, evaluation, creativity and consultation directed to developing management policies and general business in or affiliated with an education program, two years of which involved coordinating or administering an adult education program or service.

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and
completion of 36 credit hours at an accredited college or university for the required education.
2. Candidates may substitute six years of teaching or administrative staff work requiring regular use of independent judgment, analysis, evaluation, creativity and consultation directed to developing management policies and general business in or affiliated with an education program for the required education.
3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university for one year of the required teaching or administrative staff work experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program Specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
