Directs the Adult Education program in Maryland;
Establishes program goals and objectives;
Participates in the development, implementation and assessment of strategies to ensure that program activities facilitate achievement of strategic plan goals and objectives;
Directs specialized outreach, intervention, compliance monitoring, and/or curriculum development activities in adult basic education;
Interprets and implements laws, regulations, policies and procedures governing adult education programs;
Advises and makes recommendations to a Division or a higher level official concerning adult education program areas:
Participates in and leads internal and external interdisciplinary work teams in developing adult education goals and standards;
Develops and implements education program policies, initiatives and regulations that have statewide impact on Adult Education programs in Maryland;
Oversees the allocation of fiscal, human and material resources;
Directs the preparation and administration of the assigned budget and of required departmental planning documents;
Supervises Education Program Supervisors and may supervise lower-level Education Program Specialists;
Develops State Plan for Adult Education and supervises implementation of the Plan;
Oversees the development, delivery, evaluation and documentation of professional development for the Adult Education Literacy network;
Oversees grant development and management for Adult Education and Literacy services;
May represent the Division, or higher-level department official as assigned;
Performs other related duties.

This is a Management Service classification in the State Personnel Management System. All positions in this classification are Management Service positions.

As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
