An Associate Librarian I is the full performance level of responsible professional library work. Employees in this classification direct the operation of a moderate-sized library in a State agency or institution. The work involves the management and planning of all library activities including the selection, cataloging, classifying, preparing, shelving, and binding of books and related library materials. Employees in this classification do not supervise.
Employees in this classification receive general supervision from from an administrative staff of the agency. General administrative direction is received with respect to fundamental policies and procedures, but employees in this classification are fully responsible for all the technical aspects of the operation of the library.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Prepares recommendations for and administers library rules and regulations;
Oversees work of selecting, requisitioning, examining, shelving, arranging, receiving, cataloging, filing and caring for books and other library property;
Oversees circulation, reference work and research; Compiles special indices, references, and bibliographies; Makes recommendations for acquisitions;
Makes negotiations for and acknowledges books;
Gives instructions in library science and assists library patrons in making best use of library facilities;
Keeps abreast of developments in library science;
Keeps records and accounts and prepares reports;
Devises manuals, bibliographies, lists, and charts for use by the Departmental staff;
Drafts correspondence in connection with the library;
Establishes and maintains essential library records and files;
Performs other related duties.
Knowledge of modern library methods, techniques, equipment, and standards, particularly those involving technical services including selecting, ordering, purchasing, classifying, cataloging, and binding books and other library materials;
Ability to organize and direct the work of a moderate-sized library;
Ability to instruct staff members and employees in the use of the library and its resources;
Ability to comprehend the specific problems and functions of a State Department library and to select appropriate publications, periodicals, pamphlets, and other materials for the use of the Department;
Ability to give appropriate assignments and instructions to library clerical employees and supervise the performance of their work;
Ability to prepare clear, sound, accurate, and informative, statistical, financial, and other library reports containing findings, conclusions, and recommendations;
Ability to establish and maintain the essential library records and files;
Ability to prepare correspondence in connection with the library.
Education: A Bachelor’s degree in Library Science or Library and Information Services from an accredited college or university or equivalent training.

Notes:
1. Candidates may substitute experience performing library work may be substituted on a year-for-year basis for up to two years of the required education.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Librarian classifications or Librarian specialty codes in the library field of work on a year-for-year basis for the required education.

This is a Professional Service classification in the State Personnel Management System. All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative Professionals classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial, and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
