A Lottery Representative III is the advanced level of work in selling and merchandising to retailers for the State Lottery and Gaming Control Agency. Employees in this classification function as either an assistant to a Lottery Regional Manager or as a liaison servicing chain store corporations whose retail outlets are agents of the State Lottery Agency. Employees in this class do not supervise other positions.
Employees in this classification receive general supervision from a Lottery Sales Manager or Lottery Regional Manager. The work requires travel throughout the State to perform on-site visits to a substantial number of agents each day.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Lottery Representative III is differentiated from the Lottery Representative II in that the Lottery Representative III serves as an assistant to a Lottery Regional Manager or is assigned full responsibility for the service of chain store corporations whose retail outlets are agents of the State Lottery Agency while the Lottery Representative II performs the full range of duties and responsibilities under general supervision. The Lottery Representative III is differentiated from the Lottery Regional Manager in that the Lottery Regional Manager is responsible for all sales activity in a designated region of the State and has supervisory responsibility for Lottery Representatives.
Assists the Lottery Regional Manager, assumes the responsibilities of the Lottery Regional Manager on an as needed basis, and has an assigned district in which to provide service to agents selling to the public, as the Assistant Lottery Regional Manager;
Serves as a Lottery Representative assigned to service chain store corporations;
Reviews on a continuous basis an assigned district to provide information as a guide in the selection of new agents and evaluation of current agents;
Advises agents on the effective placement and display of point-of-sale material to promote Lottery sales;
Travels throughout the State to assigned key corporate accounts to promote Lottery sales by agents;
May supervise lower-level Lottery Representatives when acting in the absence of the Lottery Regional manager;
May give public presentations to promote lottery games;
Performs other related duties.
Knowledge of the principles, techniques and practices of selling and merchandising to retailers;
Knowledge of general merchandising problems facing a retail store operator;
Knowledge of the effective placement and display of point-of-sale material;
Knowledge of sales management techniques;
Ability to present point-of-sale material and merchandising ideas to agents;
Ability to secure the prominent display of point-of-sale material by agents;
Ability to maintain necessary records and prepare required reports;
Ability to analyze sales problems and formulate solutions to them;
Ability to assist in the training and supervision of lower-level Lottery Representatives.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of experience selling or marketing a consumer product from a wholesaler or manufacturer to retail outlets for resale to consumers.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree in Marketing or Business Administration with a concentration in Marketing for two years of the required experience.
2. Candidates may substitute additional experience on a year-for-year basis for the required education.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit B, Administrative, Technical and Clerical classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
