NATURE OF WORK

This is the proficient level of maintenance engineering work in a comprehensive statewide maintenance and repair program involving the inspection and design of systems and utilities related to the maintenance of buildings and grounds. Employees in this class independently analyze engineering and maintenance proposals, and related technical data to determine feasibility and practicality through an evaluation of costs, layout, timing and availability of equipment. The employee develops bid proposals and fosters the satisfactory correction of the maintenance deficiencies. Individual maintenance systems reviewed include but are not limited to heating, air conditioning, plumbing, electrical and mechanical systems. The employee performs energy audits. Following each study, reports are prepared outlining findings of inspections. Deficiencies found in any area are noted and specific detailed recommendations and cost estimates are made to correct shortcomings or improve overall efficiency of the program. Employees may review such reports and recommendations done by Maintenance Engineer I's. An employee in this class receives work assignments and directions from the Maintenance Engineering Assistant Manager. Work is evaluated upon the basis of the employee's ability to apply established maintenance engineering principles, the ability to meet established deadlines, and to work within existing administrative policies and procedures. Employees in this class may supervise lower level Maintenance Engineers.

EXAMPLES OF WORK

Prepares material, repair, renovation, or replacement specifications for buildings and facilities; Prepares cost estimates on material and labor for repair, renovation, or replacement projects; Monitors the installation, operation, maintenance, and repair of mechanical systems and/or components in the field; Prepares board of Public Works Agenda items; Collects maintenance data through questionnaires and personal contact on specific special information projects; Reviews and corrects deficiencies in contractual specifications written by maintenance supervisors and Maintenance Engineer I's for minor renovations or repairs at various State facilities prior to bidding to ensure they are justified and that contract specifications are sufficiently adequate and accurate to solicit responsive bids; MAINTENANCE ENGINEER II Page 2 Reviews results of the agency bid recommendations to ensure the job was properly bid and the bids are reasonable; Evaluates the operation and management of the maintenance activities at various State facilities and makes recommendations for corrective action regarding the Preventive Maintenance and Repair Program workloads and mix in staffing patterns; May independently prepare detailed specifications for soliciting services to maintain State facilities; Attends meetings, seminars, and hearings and provides reports of findings; Researches current technical literature for potential application to repair, renovation, or replacement projects and provides reports of findings Utilizes input devices for generating those data processing reports, which can be used as a resource for training to Maintenance engineering; Acts as team leader over several Maintenance Engineers on major projects; Projects guidance and training to Maintenance Engineer I's; Presents information to institutional personnel at seminars and meetings; Reviews agency maintenance budgetary expenditures, energy utilization reports, and preventive maintenance reports for maintenance programs throughout the State to make recommendations to increase the economy and efficiency within these programs Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles of supervision; of the installation and operation of HVAC, fire protection, and roof systems. Knowledge of the principles and practices of building construction, operation and maintenance; of field inspection techniques used in building construction and maintenance; of building systems; of various types of construction code requirements; of preventive maintenance programs; of the methods used in conducting energy audits; of preparing specifications for minor building or site repairs, renovations, or replacement; of cost analysis. Ability to prepare and present detailed reports and recommendations on maintenance projects; to communicate effectively; to survey buildings and grounds for proposed equipment and building repairs, to serve as a consultant on such projects; to use basic office machines; to prepare contract specifications and cost estimate necessary to accomplish the improvements; to inspect and evaluate the effectiveness of the physical plant operation and make recommendations for corrective action; to serve as a consultant to State facilities in developing a maintenance programs; to review specifications and MAINTENANCE ENGINEER II Page 3 design plans submitted for minor renovation or repair projects and determine compliance with sound engineering practices and established standards, codes and regulations; to supervise lower level employees; to train entrance level Maintenance Engineers.

MINIMUM QUALIFICATIONS

Education: Graduation from a standard high school or possession of a State high school equivalence certificate.

Experience: One year of experience in the comprehensive review and implementation of buildings and grounds maintenance and repair programs including cost analysis, development of maintenance standards and specifications, energy usage analysis and identification of energy consumption problems, scheduling, staffing and alternative systems of methods review.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees appointed to positions in this class may be required to travel extensively. Such travel may involve staying overnight away from home.
