A Maintenance Engineering Assistant Manager is the supervisory level in maintenance engineering work in a comprehensive statewide maintenance and repair program involving the inspection and design of systems and utilities related to the maintenance of buildings and grounds. Employees in this classification assist the Maintenance Engineering Manager in the overall administration of the Division of Plant Management, Department of General Services; in the administration of the Comprehensive Maintenance and Repair Program, and the management of the routine workload of a staff of Maintenance Engineers assigned to the Division. Employees in this classification assign and control the work flow within the Division, assign priorities, schedule the work to be done and adapt the schedule to changing conditions. Employees in this classification may present testimony at legislative and budget hearings and may on occasion also perform duties normally assigned to full performance level Maintenance Engineers. Employees in this classification supervise lower-level Maintenance Engineers and support clerical staff.
Employees in this classification received general supervision from a Maintenance Engineering Manager. Work is evaluated on the basis of employee demonstrated ability to manage others in the completion of assigned projects within the time frames established and ability to adopt scheduling to changing conditions.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Supervises lower-level Maintenance Engineers and clerical support staff;
Assists lower level Maintenance Engineers and using agencies in the resolution of difficult or unusual problems associated with maintenance contracts;
Analyzes agency maintenance budget expenditures, energy utilization reports and preventive maintenance reports for maintenance programs throughout the State to make recommendations for increasing the economy or efficiency within these programs;
Acts as a liaison between using agencies and the Department of General Services for the purpose of discussing maintenance engineering concepts;
Makes recommendations to the Maintenance Engineering Manager concerning proposed legislation affecting Statewide maintenance or the Plant Management Division;
Approves maintenance contracts reviewed by lower level Maintenance Engineers;
Provides training programs for in-house instruction of division staff;
Keeps abreast of technical information dealing with the maintenance of building systems to alert using agencies to potential maintenance problems and serves as a resource for the resolution of those problems;
Prepares and presents maintenance seminars and participates in public meetings about Statewide maintenance or the Division of Plant Management;
Testifies before legislative committees about division activities or maintenance related activities;
Supervises the preparation of Board of Public Works agenda items;
Supervises the work of outside consultants for suitability of product, accuracy, completeness and justification for payment;
Schedules and monitors projects assigned to lower level Maintenance Engineers to ensure the prompt and efficient completion of work;
Assumes the duties of the Maintenance Engineering Manager when absent;
Assists in the preparation of the Plant Management Division’s operating budget;
Manages the completion of special projects;
May prepare, monitor and manage Requests for Proposals for projects to be undertaken consultants for the division;
May serve on various committees, task forces, etc., dealing with the review of buildings, both maintenance and operations, and energy conservation;
Performs other related duties.
Knowledge of the principles of supervision;
Knowledge of the installation and operation of Heating Ventilation and Air Conditioning, fire protection and roof systems;
Knowledge of the maintenance of boilers and air conditioning equipment;
Knowledge of modern practices of management of maintenance trades;
Knowledge of analyzing records and reports;
Knowledge of modern building construction and the practical applications of the principles of electricity/electronics, hydraulics and mechanics which are generally utilized in plant maintenance work and in stationary engineering;
Knowledge of the hazards and safety precautions involved in the use of heating and cooling systems and related equipment;
Knowledge of the principles and practices of building construction, operation and maintenance;
Knowledge of field inspection techniques used in building construction and maintenance;
Knowledge of building systems; Knowledge of various types of construction code requirements;
Knowledge of preventive maintenance programs; Knowledge of the methods used in conducting energy audits;
Knowledge of preparing specifications for minor building or site repairs, renovations or replacement of cost analysis;
Knowledge of work scheduling techniques used in building construction or maintenance;
Ability to supervise lower-level Maintenance Engineers, technical and clerical personnel;
Ability to gather, correlate, summarize, and interpret a variety of technical data;
Ability to analyze implications, project trends, uncover potential problems, and apply conclusions in devising solutions to problems;
Ability to maintain effective contacts and good working relationships with using agencies and consultants;
Ability to prepare summary reports and in-depth technical reports on building maintenance projects;
Ability to present a clear and concise explanation of the concepts of or needs for a specific project;
Ability to evaluate detailed reports prepared by staff and to recommend action to the Maintenance Engineering Manager;
Ability to plan, organize, and conduct seminars and training programs for maintenance personnel of State facilities for purposes of instruction and information regarding plant maintenance operations.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of experience in the comprehensive review and implementation of buildings and grounds maintenance and repair programs including cost analysis, development of maintenance of standards and specifications, energy usage analysis and identification of energy consumption problems, scheduling, staffing and alternative systems or methods review, and the management of construction or maintenance projects.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by agency), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded form collective bargaining.
