A Business Manager I is responsible administrative work in a State facility, such as a juvenile institution. Employees in this classification are responsible for the budgetary and fiscal operations of the facility and may also be responsible for some of the other non-clinical operations. Employees in this classification coordinate the assigned areas with the other operations of the facility, develop and implement administrative procedures and controls, participate in the formulation of facility policies, and assure operating efficiency in the facility. Employees in this classification are responsible for the adherence to established State and federal regulations pertaining to the management of State and federal funds and property. Employees in this classification are required to have frequent contacts with officials in the Maryland Department of Health; occasional contacts may also be required with public officials and community organizations. Employees in this classification do not supervise.
Employees in this classification receive general direction from the Superintendent of the facility. Work is evaluated in terms of overall operating efficiency and adherence to regulations and policies.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Prepares the annual budget for the institution and may be responsible for administering this budget;
Coordinates the maintenance of accounts, preparation of payrolls and the preparation of accounting records;
Directs the purchasing, storage, issue and accounting for supplies and equipment and the maintenance of adequate inventory records;
Keeps accurate resident statistics and responsible for banking and handling residents’ funds and valuables;
Cooperates with County Commissioners, City Treasurers and local welfare departments or residents’ business matters;
Prepares and supervises the preparation of detailed and accurate financial, statistical and other reports concerning the business operations of the institution;
Analyzes institutional operations and prepares economy recommendations;
Secures competitive bids on contractual services and supplies;
Conducts periodic physical inspections of the entire institution or assigned areas of the institution;
Establishes contacts with proper agencies to handle emergency repair of either maintenance or equipment;
Participates with the administrative staff of the institution in the formulation and administration of the institutional policies and procedures;
May be responsible for one or more of the following: the operation of the kitchen, dining rooms, and related activities; maintenance and repair activities; housekeeping and custodial functions; heating and power plant;
Performs other related duties.
Knowledge of modern principles and practices of business administration involved in budgeting and purchasing;
Knowledge of the elementary principles and practices involved in the operation of an institution;
Knowledge of the principles and practices of accounting;
Ability to prepare and administer an annual budget;
Ability to determine the need for personnel, equipment and supplies;
Ability to prepare and maintain a variety of administrative records and reports;
Ability to make sound decisions pertinent to day-to-day operations and long term planning;
Ability to establish and maintain effective relationships with institutional personnel, administrative officials and the general public.
Experience: Eight years of experience or its equivalent in a responsible administrative capacity in accounting, finance administration, or office management.
Note: Candidates may substitute the possession of a Bachelor's degree from an accredited college or university, preferably with specialization in business administration, public administration or accounting and four years of experience or its equivalent in accounting, finance administration, or office management for the required experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative Professionals classes. As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
