A Maintenance Engineering Manager is the managerial level in maintenance engineering work in a comprehensive statewide maintenance and repair program involving the inspection and design of systems and utilities related to the maintenance of buildings and grounds. Employees in this classification are responsible for the overall administration of the Division of Plant Management, Department of General Services. Employees in this classification plan and control the work within the Division and assign work priorities. Employees in this classification are responsible for consulting with the heads of maintenance at agency department level regarding facility maintenance, staffing, energy usage, and preventive maintenance. Employees in this classification may also perform duties normally assigned to Maintenance Engineering Assistant Managers. Employees in this classification formulate both the long/short range plans and operating budgets for the division and are responsible for meeting of both planning and budgetary goals. Employees in this classification supervise Maintenance Engineering Assistant Managers and lower-level Maintenance Engineers.
Employees in this classification receive general supervision from the Director, Office of Facilities Acquisition and Management. Work is evaluated on the basis of the employee’s demonstrated ability to manage others in the completion of assigned projects within the time frames established and his ability to adapt scheduling to changing conditions.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Administers and has responsibility for the implementation of the Department of General Services’ Statewide Comprehensive Maintenance and Repair Program through the efforts of a technical staff assigned to the Plant Management Division.
Supervises the assistance provided to lower-level Maintenance Engineers and using agencies in the resolution of difficult or unusual problems associated with maintenance contracts;
Analyzes agency maintenance budgetary expenditures, energy utilization reports and preventive maintenance reports for maintenance programs throughout the State to make recommendations for increasing the economy or efficiency within these programs;
Acts as a liaison between Secretarial heads of facility maintenance and the Department of General Services for the purpose of discussing maintenance engineering concepts;
Makes recommendations to the Director, Office of Facilities Acquisition and Management, concerning proposed legislation affecting statewide maintenance or the Plant Management Division;
Approves for recommendation to the Director, Facilities Acquisition and Management, all maintenance contracts reviewed by lower-level Maintenance Engineers;
Provides training program for in-house instruction of Division Staff;
Keeps abreast of technical information dealing with the maintenance and energy conservation of building systems to advise the Director, Office of Facilities Acquisition and Management and alert using agencies to potential maintenance problems and serves as a resource for the resolution of those problems;
Develops and supervises the preparation and presentation of maintenance seminars and participates in public meetings about Statewide maintenance or the Division of Plant Management;
Testifies before legislative committees about Division activities or maintenance related activities;
Supervises the preparation of Board of Public Works Agenda items;
Supervises the review of consultant’s work for suitability of product, accuracy ad completeness;
Provides technical and managerial assistance to the Department of Budget and Management during the development of budget targets and during the review of budget submissions of all agency or institutional maintenance operating budgets;
Plans, schedules and monitors projects assigned to lower-level Maintenance Engineers to ensure the prompt and efficient completion of work;
Assumes the duties of the Director, Office of Facilities Acquisition and Management, in his/her absence;
Prepares the Plant Management Division’s operating budget and long/short range plan;
May prepare, monitor and manage Requests for Proposals for projects to be undertaken by consultants for the Division;
May serve on various committees, task forces, etc., dealing with the review of buildings, both maintenance and operations, and energy conservation;
Performs other related duties.

This is a Management Service classification in the State Personnel Management System. All positions in this classification are Management Service positions.

As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
