A Chief Boiler Inspector is the managerial level of work in the registration and inspection of boilers, pressure vessels and related equipment in order to ensure compliance with applicable State laws, rules and regulations and to safeguard the general public. Employees in this classification supervise Deputy Boiler Inspector Supervisors.
Employees in this classification receive managerial supervision from the Program Administrator, Safety Inspections. Employees may be subject to call-in. The work is performed in both normal office surroundings and on-site in boiler rooms, nuclear power plants, and manufacturing and repair facilities. When on-site, the work requires the use of specialized safety equipment such as safety shoes and gloves, protective eyewear and hardhats and regularly involves exposure to hazardous materials such as asbestos. When on-site, the work requires crawling, climbing ladders and bending and stooping in confined spaces.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Chief Boiler Inspector is differentiated from the Deputy Boiler Inspector Supervisor in that the Chief Boiler Inspector has overall responsibility for the boiler inspection safety program and directly supervises Deputy Boiler Inspector Supervisors while the Deputy Boiler Inspector Supervisor has supervisory responsibility for lower-level Deputy Boiler Inspectors.
Supervises Deputy Boiler Inspectors;
Designs, implements and evaluates the boiler inspection program of the State of Maryland;
Advises and assists the Maryland Board of Boiler Rules in adopting amendments to their rules and regulations;
Monitors inspections performed by insurance company inspectors on insured boilers, pressure vessels and related equipment to ensure adequacy and timeliness;
Monitors activities at nuclear power plants in accordance with Section XI of the American Society of Mechanical Engineers Code;
Monitors, evaluates and documents activities of firms that manufacture, install or repair boilers, pressure vessels and related equipment to ensure compliance with applicable national and State codes;
Ensures that a complete record of the type, dimensions, maximum allowable pressure, age, location and date of last inspection is maintained for all boilers, pressure vessels and related equipment;
Issues and, when necessary, suspends for cause inspection certificates;
Provides technical assistance to the public regarding the safe and efficient use of boilers, pressure vessels and related equipment;
Prepares and presents reports on boiler inspections and investigations to document findings and results;
May conduct periodic inspections of boilers, pressure vessels and related equipment to ensure compliance with applicable safety codes;
May register and perform initial inspections of new boilers, pressure vessels and related equipment to ensure safe and efficient operation;
May conduct special inspections of boilers, pressure vessels and related equipment to investigate and resolve issues raised by public complaints, accidents or required repairs;
May shut down boilers, pressure vessels and related equipment determined to be operating unsafely and presenting significant risk to public safety;
May testify in court to provide information on the inspection and repair history of boilers, pressure vessels and related equipment that are involved in explosions or accidents;
Performs other related duties.
Knowledge of the basic methods and procedures for inspecting and testing boilers, pressure vessels and related equipment;
Knowledge of the proper methods and techniques used in the construction, installation, repair and use of boilers, pressure vessels and related equipment;
Knowledge of the laws, rules, regulations and codes of the American Society of Mechanical Engineers, the National Board of Boiler and Pressure Vessel Inspectors and the Maryland Board of Boiler Rules as applicable to the construction, installation, repair, use and inspection of boilers, pressure vessels and related equipment including equipment at nuclear power plants;
Skill in conducting efficient and effective inspections of a variety of boilers, pressure vessels and related equipment;
Skill in conducting a variety of safety and soundness tests on boilers, pressure vessels and related equipment;
Skill in preparing accurate and concise reports;
Skill in establishing and maintaining effective working relationships with owners, operators and insurers of boilers and their representatives and with the general public;
Ability to supervise.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of experience in high pressure boiler and pressure vessel construction or repair, or as an operating engineer in charge of a high pressure boiler operation, or as an inspector of high pressure boilers and pressure vessels.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree in Engineering from an accredited college or university plus one year of experience in the design, construction, operation, or inspection of high pressure vessels for the required experience.
2. Candidates may substitute the possession of a Bachelor’s degree in science or mathematics from an accredited college or university plus two one years of experience in the design, construction, operation or inspection of high pressure boilers for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in utilities repair classifications or construction and engineering or mechanic specialty codes in the utilities maintenance field of work on a year-for-year basis for the required experience.

Candidates for positions in this classification must be commissioned by the National Board of Boiler and Pressure Vessel Inspectors in accordance with the requirements of the Maryland Board of Boiler Rules, 1100 North Eutaw Street, Baltimore, Maryland 21201. Applicants must list the commission number and the date that the commission was obtained on the application.
2. Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
1. Employees in this classification are subject to call-in on a 24 hours a day basis and will be required to provide the employing agency with a telephone number where they can be reached.
2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
