A Chief Engineer, Public Service Commission directs the Statewide inspection, testing, investigation and evaluation of physical facilities used by public utility companies in producing and distributing these products and services. The employee in this classification is responsible for managing the Engineering Division of the Public Service Commission. The employee in this classification involves supervising professional Engineers, Inspectors and non‑technical staff.
The employee in this classification receives managerial direction from the Executive Director of the Public Service Commission. The work may require travel to employment sites where working conditions may be noisy, dirty and uncomfortable.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Interprets engineering rules, regulations and procedures for representatives of public service companies and assists them in complying therewith;
Testifies before the Public Service Commission, and advises them on matters involving engineering operations of public utilities;
Directs the conduct of tests, studies, inspections, and investigations of physical facilities of public service companies;
Examines, reviews and makes recommendations on engineering reports, diagrams, drawings and manuals;
Arranges and attends conferences and meetings on engineering matters with representatives of public utility companies and with representatives of other agencies regulating public utilities;
Establishes and revises the rules, regulations, procedures and forms used in conducting engineering tests, studies, inspections and investigations;
Supervises and directs the work of the personnel of the Engineering Division of the Public Service Commission;
Reviews proposed plans of public utility companies for new equipment or construction and prepares and presents reports and recommendations on the plans;
Makes evaluations of the property of public utility companies for rate making purposes, and reviews depreciation rates and schedules;
Interprets safety codes, standard codes, and utility rate tariffs;
Performs other related duties.

This is a Management Service classification in the State Personnel Management System. All positions in this classification are Management Service positions.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
