NATURE OF WORK

A Chief Marine Engineer is the full performance level of work involving responsibility for the operation and maintenance of all power, electrical, navigational, communication, environmental, sanitary and mechanical systems aboard motor-powered marine vessels.  Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from a Captain, Marine Vessel.  Employees may be required to travel overnight and work weekends and holidays.  Employees in this classification are subject to 24 hour on‑call duty.  Work is performed in a terminal maintenance building, confining engine rooms and ship quarters.  Employees are exposed to hazardous conditions and substances, such as high voltages, chemicals, solvents and engine noise.  The work may require lifting heavy engine parts.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Performs scheduled and unscheduled maintenance, repair and inspections on marine engines;

Troubleshoots mechanical problems reported by crew members or detected during inspections and routine maintenance of the vessel;

Replaces defective or new marine vessel components;

Prepares layout and design drawings and specifications for the repair or replacement of propulsion or mechanical systems;

Repairs electrical, electronic, hydraulic, air, plumbing, heating, air conditioning, navigational, telecommunications and mechanical systems and equipment;

Inspects work areas for adherence to safety regulations;

Repairs machinery, using hand and power tools such as drills, saws, wrenches and pipe cutters;

Starts engines to propel ship;

Regulates engines and power transmission to control speed of ship;

Monitors repair projects contracted to consulting or mechanical construction firms to ensure compliance with contract specifications;

Maintains records of all maintenance and repair work in accordance with maintenance schedules;

Performs unscheduled and emergency repairs on terminal building mechanical, electrical, heating, telecommunication systems and equipment;

Requisitions parts, equipment and supplies;

May direct other crew members performing maintenance duties;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of gasoline, propulsion and diesel marine engines;

Knowledge of marine vessel systems including electrical, electronic, avionic, hydraulic, air, plumbing, heating, air conditioning, navigational, telecommunication and mechanical;

Knowledge of all applicable building and maritime codes and regulations pertaining to the repair maintenance of a marine terminal building;

Skill in diagnosing problems and repairing components associated with marine engines and systems on a ship;

Skill in the use of specialized tools, test instruments and equipment including barometers, calipers, dial indicators, and torque wrenches;

Ability to operate various marine engine systems;

Ability to understand marine engine maintenance, repair, overhaul, and parts manual;

Ability to understand and comply with U.S. Coast Guard regulations and directives;

Ability to understand and comply with manufacturer's bulletins and service letters;

Ability to complete the necessary records, reports, and forms documenting repairs and maintenance in accordance with standard operating procedures;

Ability to prepare lay-out systems designs and specifications.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience involving the repair and maintenance of marine inboard engines, and mechanical and electrical systems.

Notes:

1. Candidates may substitute additional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute the possession of a current United States Coast Guard License issued to persons who have served as Chief Engineer on an inland steam or motor vessel of not less than 1000 horsepower for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees may be required to possess a vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain a manufacturer training course certificate.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies.  Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A, Labor and Trades classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
